183 <br /> <br />against landlords renting to known drug dealers; consistently <br />and aggressively enforce regulations against substandard <br />housing; address the problem of vacant houses; and broaden <br />and strengthen the citizen groups' willingness to march to <br />deter drug trafficking. Mr. Handler stated that the group of <br />concerned citizens will return to Council in one month t° <br />learn what progress has been made in implementing these <br />suggestions. <br /> <br /> Ms. Betty Siegner, 201 Sunset Avenue, stated that she <br />feels it is the responsibility of City government to make all <br />neighborhoods safe and drug-free and this should be the top <br />financial priority for the City. <br /> <br /> Mr. John Breckenridge, 1305-B Belleview Avenue, stated <br />that he was opposed to the City's trash sticker fee and felt <br />Council should hold a referendum on the fee. <br /> <br /> Ms. Antoinette Rhodes, 406 Oak Street, agreed with <br />comments made by Mr. Handler. Ms. Rhodes stated that her <br />main reason in attending the meeting was to request that <br />Council save the large evergreen tree which is scheduled to <br />be removed during construction of the east end of the mall. <br /> <br /> Responding to a question from Mr. Ted Lesane, Mr. <br />Vandever stated that the issue dealing with affordable home <br />ownership would be on the August 3rd agenda. <br /> <br /> Responding to a request from Mr. Toscano, Mr. Handler <br />explained that community marches through Fifeville are <br />scheduled for the upcoming weekend to express intolerance for <br />and to disrupt drug trafficking in the neighborhood. <br /> <br /> Mr. Toscano stated that he felt the community marches <br />have helped to improve the morale of Fifeville residents. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> Mr. Vandever announced the following appointments: <br />Audit Committee - Rev. Edwards and'Ms. Slaughter; <br />Thomas Jefferson Planning District Commission - Ms. Slaughter <br />and Mr. Toscano; Urban Design Committee - Ms. Slaughter; West <br />main Street Task Force - Ms. Slaughter and Mr. Toscano; <br />Regional Housing Task Force - Mr. Toscano;-and Substance <br />Abuse Council -Ms. Mary Newton. <br /> <br />PRESENTATION: THOMAS JEFFERSON PLANNING DISTRICT COMMISSION - <br />UPCOMING PROJECTS <br /> <br /> Ms. Nancy O'Brien, Executive Director of the Thomas <br />Jefferson Planning District Commission, presented a brief <br />update on the upcoming projects of the Commission, and noted <br />that the traffic reduction strategy report has been completed <br />and all but one locality in the district have agreed to <br />participate in a materials reduction facility study. Ms. <br />O'Brien stated that the Commission has worked closely with <br />the Charlottesville-Albemarle Children and Youth (CACY) <br />Commission and provided the data base for the CACY <br />Commission's recent study. Ms. O'Brien stated that the <br />Commission was open to suggestions from Council on future <br />projects. <br /> <br /> <br />
