184 <br /> <br /> Responding to a~question from Ms. Slaughter, Ms.~ O'Brien <br /> stated that the~Metropolitan Planning Organization witl be <br /> holding a public hearingilater in the week and will be <br /> exploring getting cities along the.Route 29 corridor together <br /> to discuss their role~in the corridor as well as the State's <br /> interest in the corridor. <br /> <br /> Responding to a question from Mr. Toscano, Ms. O'Brien <br /> stated that the Commission has submitted a grant to conduct <br /> an economic development stUdy and shoUld be~notified within a <br /> month about whether the grant is awarded.~ <br /> <br />APPROPRIATION: $13,873 - BAILIFF IN JUVENILE AND DOMESTIC <br />RELATIONS COURT' <br /> <br /> Mr. O'Connell explained that Albemarle County Sheriff <br />Terry Hawkins has requested that the City appropriation funds <br />for one-half of the cost of an additional bailiff and a <br />vehicle for thelJuvenile and Domestic Relations Court to deal <br />with the increased caseloads~, with the understanding that, if <br />approved, the~Council would continue to proVide half.of the <br />funding in the future for the position. <br /> <br /> Rev. Edwards requested that' information be provided to <br />Council on the number of'minorities and~women on the staff in <br />the County Sheriff's office. <br /> <br /> Mr. Toscano stated that not only has the Juvenile and <br />Domestic Relations Court had to'deal with an increase in the <br />caseload, but has had to~,deal with more serious charges and <br />provide more transportation.~ Mr. Toscano stated that he will <br />support the request but recommended that the Council, through <br />its legislative package, push the State Compensation Board to <br />pick.~up the funding for the additional bailiff. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. SlaUghter, the <br /> $13,873 appropriation for a bailiff in the Juvenile and <br /> Domestic Relations Court was offered and carried over to the <br /> next meeting~for consideration~ <br /> <br />APPROPRIATION: $50~000 - ADVANCE~TO MACAA <br /> <br /> Mr. O'Connell explained that the Monticello Area <br />Community Action Agency (MACAA) has requested that the <br />Council appropriate funds as an advance for MACAA's summer <br />youth~employment program since the Job Training Partnership <br />funds are not available until the completion of the program. <br />Mr. O'Connell explained that the Council has approved one <br />advance for MACAA but since that time additional funds <br />have been received which will allow the employment program to <br />be expaneded. Mr. O'Connell stated that the funds must be <br />repaid to the City!byiNovember 1, 1992~ <br /> <br /> On motion by Rev~ Edwards, seconded by Ms. Daugherty, <br />the $50,000 appropriation'of the advance to MACAA was offered <br />and carried over to the next meeting for consideration. <br /> <br /> Ms. Mary Bell, representing MACAA, stated that an <br />additional 152 students have expressed an interest in <br />employment and approximately 125 will actually be placed, <br />which would bring the total for the summer to 260 youth, 150 <br />being City residents. Ms. Bell explained that the students <br />must be placed in ~non-profit or public agencies. <br /> <br />APPROPRIATION: $16,000 - ADVANCE TO TEENSIGHT ~ <br /> <br /> Mr. O'Connell explained that the appropriation for <br /> Teensight was to provide an advance for their summer <br /> employment and training services grant, similar to the <br /> appropriation for MACAA. ~ <br /> <br />On motion by Rev.
