Mr. <br />Toscano noted that the neighborhood was legally protected <br />by the covenant described by Mr. Gouldman. <br /> <br /> Ms. Daugherty stated that she felt the benefit in <br />closing the street would be to provide security to the <br />neighborhood. <br /> <br /> Ms. Slaughter questioned why the City keeps streets <br />which are not actual streets. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />the ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING A PORTION OF FLORENCE ROAD" was offered and <br />carried over to the next meeting for consideration. <br /> <br />ORDINANCE: EFFECTIVE DATE FOR AMENDMENT TO REAL ESTATE AND RENT <br />RELIEF PROGRAM <br /> <br /> Mr. O'Connell explained that when Council had recently <br />amended the real estate and rent relief program to change the <br />eligibility criteria an effective date had not been included <br />and the proposed ordinance would make the amendment effective <br />July 1, 1992. <br /> <br /> On motion by Mr. Toscano, seconded by Rev. Edwards, the <br />ordinance entitled !'AN ORDINANCE AMENDING AN ORDINANCE <br />APPROVED JUNE 1, 1992, RELATED TO REAL ESTATE. TAX RELIEF AND <br />RENTAL RELIEF FOR ELDERLY AND DISABLED PERSONS" was offered <br />and carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Rev. Edwards requested that the Mayor write a letter to <br />the Parks and Recreation Department staff commending them for <br />the successful Mardi Gras event in Tonsler Park on July 18th <br />and added that he hoped it would become an annual event. <br /> <br /> Mr. Toscano noted that the City has received a check <br />for $55,000 from Adelphia Cable and Adelphia has signed the <br />franchise agreement. Mrl Toscano explained that a citizen <br />committee will be appointed in the near'future to advise <br />Council on cable issues. <br /> <br /> Mr. Toscano expressed concern about the need for <br />education about recycling options and other ways for citizens <br />to reduce their sOlid waste and stressed the need to develop <br />alternatives for yard waste, Mr. Toscano stated that <br />downtown merchants have expressed conCern about their options <br />for recycling. <br /> <br /> Mr. O'Connell explained that a meeting is scheduled on <br />July 27th to discuss recYcling alternatives with downtown <br />merchants. ~ . ~ <br /> <br /> Ms. Slaughter stated that she felt the signs needed to <br />be made clearer at the McIntire Recycling Center. <br /> <br /> Mr. Toscano stated that he felt it would be useful to <br />have a timeline for when various issues such as yard waste <br />will be addressed. <br /> <br /> Mr. Toscano recognized Mr. Nick Johnson, reporter for <br />the Daily Progress, who will be leaving Charlottesville to <br />attend graduate school. <br /> <br /> Mr. O'Connell announced that a public hearing will be <br />held on July 21st to discuss the route of the urban water <br /> <br /> <br />
