On motion by Ms. Slaughter, seconded by Ms. Daugherty, Council unanimously voted to meet in executive session to discuss personnel matters, more specifically appointments to boards and commission, and consultation with legal counsel, more specifically the dispute between Adelphia Cable and Quality Cable Corporation, as exempted by Section 2.1-344 ' (a)(1) and (7) of the Virginia Freedom of Information Act. Council reconvened in open ~ession andj on motion by Rev. Edwards, seconded by Ms. Slaughter, unanimously certified that~ to the best of e~ch member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this ~ertification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. . Absent: Rev. Edwards. MINUTES On motion by Ms. Daugherty, seconded by Mr. Toscano, the minutes of the July 20th meeting were unanimously approved as presented. PUBLIC Mr. Rudy Beverly, spokesper~on for the Corner Merchants Association, expressed concern aDout the elimination of the left turn lane into the parking lot off University Avenue and requested that the City take responsibility for replacing the lane in December, January or next summer. Mr. Hendrix stated that it will cost $85,000 to $87,000 to put the left turn lane in and recommended that other measures be taken to facilitate traffic such as signage and if these measures do not work th~n he felt remedial action and adjustments should be made depending upon what the situation is found to be. Ms. Slaughter expressed concern that the designer may have left the turn lane out of the project. Mr. Chris Farina, owner of the Corner parking lot, stated that a study of the traffic should have been done earlier and the traffic flow was not considered in the plan. Mr. Farina added that the elimination of the turn lane was not brought to the merchants' attention and he hoped the City would correct the mistake. Mr. Toscano stated that he would like to know who eliminated the turn lane and why and when it was eliminated. Ms. Daugherty stated that University Avenue is a very important traffic corridor and she would like to know how the existing situation occurred.
