188 Mr. Steven Miller, 918 Druid Avenue and owner of Fantasia on the Corner, stated that the design he was shown did not show the street detail and the merchants were told that the sidewalk would only extend as far as the parking spaces which were eliminated. Mr. Miller acknowledged that he was in the minority, but he would like to see the turn lane reinstated quickly rather than waiting until later. He requested that Council commit to fixing the problem at the appropriate time. PROCLAMATION: CHARLOTTESVILLE-MUNICIPAL BAND On motion by Mr. Toscano, seconded, by Ms. Slaughter, Council unanimously approved a proclamation recognizing the Charlottesville Municipal Band on its 70th anniversary. WHEREAS, the Charlottesville Municipal Band is among the oldest such organizations in the country, having been established in 1922; and WHEREAS, the Municipal Band held is first concert on May 28, 1923 in Lee Park in the City of Charlottesville; and WHEREAS, between 1950 and 1957 the Municipal Band was an official adjunct to the Charlottesville Volunteer Fire Company and won numerous awards marching in the Firemen's Parade; and WHEREAS, women joined the previously all men band in July of 1957; and WHEREAS, the Municipal Band has played for several Presidents of the United States and for the Queen of England; and WHEREAS, the Municipal Band has grown to almost 100 musicians who come from all walks of life and professions and who perform for the community year-round free of charge; NOW, THEREFORE, we, the City Council of the City of Charlottesville, Virginia do hereby recognize the Charlottesville Municipal Band on its 70th anniversary and thank its members, both past and present, for representing Charlottesville around the State and for providing the Charlottesville community with quality musical entertainment. Mr. Vandever presented the proclamation to Mr. James Simmons and Mr. Tom Bibb of the Municipal Band. APPOINTMENTS: BOARDS AND COMMISSIONS On motion by Ms. Slaughter, seconded by Mr. Toscano, the following appointments were made to the Community Development Block Grant Task Force: Ms. Virginia Coffey-Taylor (reappointed to three year term as Fifeville neighborhood representative, term to expire May 31, 1995); Mr. Gregory Childress (appointed to three year term as 10th & Page. neighborhood representative, term to expire May 31, 1995); and Mr. Herman Key (reappointed as citizen to two year term, term to expire May 31, 1994). On motion by Ms. Daugherty, seconded by Ms. Slaughter, Mr. Ron Roberts was unanimously reappointed and Ms. Rebecca A. Convery appointed to four year terms on the Highway Safety Commission. These terms will expire on June 30, 1996. On motion by Ms. Slaughter, seconded by Ms. Daugherty, Mr. Steven M. Friedman was unanimously reappointed and Mr. Bill M. A.
