189 <br /> <br />Gab Silverman was unanimously appointed to a three year term <br />as a representative of the development community on the Urban <br />Design Committee. This term will expire on July 31, 1995. <br /> <br />PRESENTATION: EAST END MALL IMPROVEMENTS <br /> <br /> Mr. Kurt Wassenaar, Chairman of the MiChie Design <br />Committee, reviewed the base bid and alternates for the east <br />end mall improvements. The base bid will include: the <br />completed gateway with brick facing; the stage, basic <br />geometry of the amphitheater; concrete sub-base for walks; and <br />some planting. Alternates include: brick paving around <br />amphitheater; flagpoles; brick paving on mall extended end; <br />brick crosswalks on 7th Street; benches; completion of <br />Veterans monument; and additional electrical work and <br />planting. Mr. Wassenaar stated that while the Committee was <br />concerned with preserving or moving the existing trees, the <br />grade modifications were too extenSive to preserve the trees <br />and it would cost $15,000 ~to relocate the spruce tree, with <br />only a 50% chance of survival. <br /> <br /> Mr. Vandever noted that the gateway was a critical <br />element in attracting the Michie Company to the site. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Wassenaar <br />stated that public bathrooms have not been included in the <br />budget at this time and the Committee felt that the best <br />alternative may be to develop something in the armory <br />building in the future which would be more cost effective <br />and better supervised. <br /> <br /> Ms. Slaughter stated that she felt it would be helpful <br />to identify~all potential future locations for restrooms. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. <br />Wassenaar stated that the contractor will be directed to save <br />any of the trees on the northern portion of the property that <br />can possibly be preserved. <br /> <br /> Mr. Hendrix stated that bids are expected by the end of <br /> August and construction could begin'by the first of October. <br /> <br />STAFF REPORT: CARVER RECREATION CENTER RENOVATIONS <br /> <br /> Ms. Linda Peacock, Budget Administrator, stated that at <br /> the direction of Council, staff met with interested parties <br /> regarding the possible renovation of the Carver Recreation <br /> Center and the majority of those involved are in agreement <br /> about the following proposed renovation: expand and upgrade <br /> the kitchen area; create a multi-purpose room to accommodate <br /> the nutrition program and other community activities; upgrade <br /> the ceramics room to accommodate the nutrition program and <br /> other multi-purpose uses (including arts and crafts); improve <br /> the handicapped bathroom on the first floor; and refurbishing a <br /> room on the second floor for conversion to a billiards room. <br /> Ms. Peacock stated that there was also some interest in <br /> making the second floor bathrooms handicapped accessible. <br /> The renovations are estimated to cost ~50,000 and $30,000 has <br /> been donated from private sources and the City has set aside <br /> ~20,000 for the renovation. Current activities in the Center <br /> are recommended to be relocated and/or discontinued during <br /> the renovations. Ms. Peacock stated that the.proposed <br /> schedule was as follows: request for qualifications in <br /> August; bids due in December and renovation to begin January <br /> 1st, with construction to take three to four months. Ms. <br /> Peacock recommended that a working committee be formed to <br /> include: a representative of the nutrition program, a <br /> representative of the billiards interest group, <br /> representatives of the Parks and Recreation Department, a <br /> representative of Public Works/Building Maintenance, a <br /> representative of the City Manager's staff; and a <br /> representative of the City Schools since the schools will be <br /> occupying part of the building. <br /> <br /> <br />
