190 <br /> <br /> Ms. Slaughter recommended that a representative from the <br />Parks and Recreation Advisory Committee be added to the <br />committee. <br /> <br /> Responding to a question from Ms. Daughter, Ms. Peacock <br />stated that she did not know if participants of the nutrition <br />program have been polled about the proposed renovation, but <br />Mr. Gordon Walker, Director of the Jefferson Area Board for <br />Aging, is in agreement with the proposal. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, <br />Council unanimously approved the concept of the renovation of <br />Carver and authorized staff to move forward with the schedule <br />proposed by Ms. Peacock. <br /> <br /> Ms. Slaughter stated that she was grateful to staff and <br />others who have met to work out the proposal, thanked the <br />donors for the funds to help renovate the Center, and added <br />that she felt it will be a much improved site for the <br />nutrition program. <br /> <br />APPROPRIATION: $13,873 - BAILIFF IN JUVENILE AND DOMESTIC <br />RELATIONS COURT (2nd reading) <br /> <br /> Ms. Slaughter noted that the Albemarle County Sheriff's <br />office is composed of twelve employees, one a white female <br />and one an African American male. <br /> <br /> Ms. Daugherty questioned whether the Council could <br />require the Sheriff's office to abide by the City's <br />Affirmative Action Plan as a condition of approving the <br />appropriation and Mr. Hendrix stated that such a requirement <br />may not be legally binding. <br /> <br /> It was the consensus of Council to have the Mayor write <br />a letter to the County Sheriff requesting that the City's <br />Affirmative Action plan be followed when vacancies are filled <br />in order to better represent the community. <br /> <br /> The $13,873 appropriation for a bailiff in the Juvenile <br />and Domestic Relations Court which was offered at the July <br />20th meeting was approved by the following vote. Ayes: Ms. <br />Daugherty, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Noes: <br />None. Absent: Rev. Edwards. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $13,873 is hereby <br />appropriated from the unappropriated balance of the General <br />Fund as the City's share of the cost to hire an additional <br />deputy sheriff to handle the increased workload at the <br />Charlottesville-Albemarle Juvenile and Domestic Relations <br />District Court. This appropriation, effective January 1, <br />1993, is conditioned upon payment of a like amount from the <br />County of Albemarle toward this deputy sheriff position, and, <br />finally, upon approval of that portion of the Sheriff's <br />budget applicable to said position by the County Executive <br />and City Manager respectively. <br /> <br />APPROPRIATION: $50,000 -'ADVANCE TO MACAA (2nd reading) <br /> <br /> The $50,000 advance to the Monticello Area Community <br /> Action~Agency which was offered at the JulY 20th meeting was <br /> approved bY the following vote. Ayes: Ms ~Daugherty, Ms. <br /> Slaughter, Mr. Toscano, Mr. Vandever. Noes: None. Absent: <br /> Rev.
