203 <br /> <br />stated that the Planning Commission recommended that the <br />special permit be denied for the following reasons: 1) It <br />may have an adverse impact on the surrounding neighborhood in <br />terms of traffic congestion and parking if the total <br />membership expands significantly; 2) The proposed facility is <br />not large enough to house a fraternitY and its normal <br />membership functions; 3) The site provides little to no <br />outdoor recreation area for activities other than a small <br />front yardi 4) The present documentation submitted for the <br />request does not sufficiently guarantee parking availability <br />for a fraternity use; and 5) This would create a new location <br />for a fraternity in this neighborhood. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, <br />the resolution granting a special permit to allow a <br />fraternity at 1705 Gordon Avenue was unanimously denied. <br /> <br />RESOLUTION: APPROVING PERMIT PARKING ON MALCOLM CRESCENT, FARRISH <br />STREET'AND GROVE STREET <br /> <br /> On motion by Mr. Toscano, seconded by Rev. Edwards, the <br />resolution approving permit parking on Malcolm Crescent, <br />Farrish Street between Park Street and 8th Street, N.E., and <br />Grove Street between 10th Street, S.W. and Jones Street was <br />unanimously approved by Council. <br /> <br /> WHEREAS, certain residents of Malcolm Crescent, Farrish <br />Street between Park Street and 8th Street, N.E., and Grove <br />Street between 10th Street, S.W. and Jones Street, have <br />requested that City Council designate those streets or <br />portions of streets as restricted parking blocks; and <br /> <br /> WHEREAS, in accordance with the permit parking <br />regulations, the City Traffic Engineer has conducted on <br />street parking surveys and mailed notice to all residents of <br />the affected areas that Council will considerldesignating <br />such areas as restricted parking blocks; and <br /> <br /> WHEREAS, the surveys have shown that at least 75% of the <br />total number of on street parking spaces in the proposed <br />restricted parking blocks were occupied, and at least 50% of <br />the total number of on street parking spaces in those blocks <br />were occupied by commuter vehicles; and <br /> <br />WHEREAS, Council has considered: <br /> <br />(a) the purpose and intent of the permit parking <br /> ordinance and regulations; <br /> <br />(b) <br /> <br />(c) <br /> <br />(d) <br /> <br />the alternate means of transportation, if any, <br />to and from the restricted parking blocks <br />being established; <br /> <br />the adverse impact that restricting parking in <br />such blocks might have on nearby neighborhoods <br />that do not have permit parking; and <br /> <br />the adverse impact that such restrictions may <br />have on the non-residents of the proposed <br />restricted parking blocks and their ability to <br />find available parking near their place of <br />work~ now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that Malcolm Crescent, Farrish Street between <br />Park Street and 8th Street, N.E., and Grove Street between <br />10th Street, S.W. and Jones Street, are hereby designated <br />restricted parking blocks. <br /> <br />ORDINANCE: CLOSING A PORTION OF CLYDE STREET <br /> <br /> Mr. Huja stated that the Planning Commission recommended <br />approval of the request to close a portion of Clyde Street <br /> <br /> <br />
