204 <br /> <br />for the following reasons: 1) This would allow for this <br />property to be taxed as part of the real Property for the <br />adjoining lots provided that the value of the land be added <br />to the land assessments of the adjoining properties; 2) This <br />would prevent any responsibility for the City to maintain <br />this right-of-waY~ and 3) The topography of the property is <br />too steep to be accepted as a future public street. <br /> <br /> Mr. Toscano noted that the City does not own the fee <br />simple title to most streets and alleys in Belmont and that, <br />combined with the fact that the portion of the street behind <br />this section has already been closed and the applicant <br />proposes to add on to her property which will increase the <br />taxes, makes him favor closing~ the street. <br /> <br /> On motion by Rev. Edwards,~seconded by Ms. Slaughter, <br />the ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING A PORTION OF CLYDE STREET" was offered and <br />carried over to the next meeting for consideration. <br /> <br />ORDINANCE: APPROVING DEED FOR JOINT OWNERSHIp OF JAIL PROPERTY BY <br />CITY AND ALBEMARLE COUNTY <br /> <br /> On motion by Mr. Toscano, seconded by Rev. Edwards, the <br />ordinance entitled "AN ORDINANCE TO AUTHORIZE THE MAYOR TO <br />SIGN A DEED CAUSING JOINT SECURITY COMPLEX PROPERTY TO BE <br />JOINTLY OWNED BY THE CITY AND COUNTY" was offered and carried <br />over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter stated that a community meeting to discuss <br />race relations will be held on Sunday, September 13th. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, <br />Council unanimously voted to meet in executive session to <br />discuss personnel matters as exempted by Section 2.1-344 (a) <br />(1) of the Virginia Freedom of Information Act. <br /> <br /> Council reconvened in open session and, on motion by Ms. <br />Slaughter, seconded by Ms. Daugherty, unanimously certified <br />that~ to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br />e e ting was adjourned. <br /> <br /> <br />
