Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PERFORMANCE: CHARLOTTESVILLE HIGH SCHOOL ORCHESTRA <br /> <br /> Mr. Vandever introduced Ms. Laura Thomas, Orchestra <br />Leader, and members of the Charlottesville High School <br />Orchestra who gave a brief performance. <br /> <br />PUBLIC <br /> <br /> Ms. Lisa Workman of Cherry Avenue, representing <br />Neighbors Against Drug Activity, invited Council and the <br />public to attend an anti-drug rally and march on September <br />26th in front of City Hall. <br /> <br /> Mr. Lydell Payne, 965 Rockcreek Road, representing the <br />United Contractors of Central Virginia, requested that <br />Council relax the bonding requirements for small contractors <br />in order to promote growth and competitive bidding. <br /> <br /> Mr. Vandever explained that Council will be considering <br />an ordinance which would raise the bonding limit to $100,000 <br />for small contractors in the near future. <br /> <br /> Ms. Slaughter requested that a public hearing be held on <br />the issue. <br /> <br /> Mr. Gee Smith, 1336 Hilltop Road, expressed <br />disappointment that Council decided not to put the entire <br />trash collection service out to bid and questioned how the <br />City will use the excess funds which were budgeted but not <br />used for trash collection and disposal. <br /> <br /> Mr. Hendrix stated that he would be happy to meet with <br />Mr. Smith to discuss his concerns and questions. <br /> <br /> Ms. Lorie Fechner of Meadowbrook Road, stated that she <br />feels that the trash collectors are the backbone of the city <br />and the service should not.be privatized, noting that when <br />the City picked up recyclables the service was more <br /> <br /> <br />
