Ms. Fechner added that if <br />privatized, management would make money and workers would get <br />little compensation. <br /> <br /> Mr. David Salzman, 817 Stonehenge Avenue, requested that <br />the City either take responsibility for alleys in Belmont or <br />otherwise take a stand so that it is clear who is responsible <br />for them. <br /> <br /> Mr. Clyde Gouldman, City Attorney, explained that when <br />the subdivision plats were put to record in Belmont, certain <br />streets and alleys were not accepted by the City nor were <br />they titled to the City and therefore the City has no <br />responsibility to maintain them. Mr. Gouldman stated that <br />subdivision rights may give neighbors the right to traverse <br />the alleys unless they are officially closed. Mr. Gouldman <br />stated that he would meet and discuss the matter further with <br />Mr. Salzman. <br /> <br /> Mr. Tom Hill, 1204 Rugby Road, questioned the findings <br />of the report on privatizing trash services and urged Council <br />to solicit bids from private companies. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br /> the follOwing consent agenda items were unanimously approved: <br /> <br />a) Minutes of September 8 <br /> <br /> b) "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING A <br />PORTION OF CLYDE STREET" (2nd reading) <br /> <br /> c) "AN ORDINANCE TO AUTHORIZE THE MAYOR TO SIGN A DEED <br /> CAUSING JOINT SECURITY COMPLEX PROPERTY TO BE JOINTLY OWNED <br /> BY THE CITY AND COUNTY" (2nd reading) <br /> <br />PRESENTATION: DOMESTIC VIOLENCE AWARENESS MONTH <br /> <br /> Mr. Vandever presented a proclamation proclaiming <br />October as Domestic Violence Awareness Month to <br />representatives from the Shelter for Help in Emergency. <br /> <br />PRESENTATION: PIEDMONT VIRGINIA CO~UNITY COLLEGE PRESIDENT <br /> <br /> Dr. Deborah DiCroce, President of Piedmont Virginia <br />Community College (PVCC), presented an overview of activities <br />at PVCC, including continuing the partnership with the <br />schools regarding philosophy in the classroom, work with the <br />PREP-Tech Program involving the business community, and <br />completion of a strategic plano ' <br /> <br /> Responding to a question from Ms. Slaughter, Dr. DiCroce <br />explained that the PREP-Tech Program would be developed and <br />designed in the current year. <br /> <br />PRESENTATION: NATIONAL ASSOCIATION FOR BALANCED FEDERAL SYSTEM <br /> <br /> Mr. Benjamin Tayloe, representing the National <br />Association for a Balanced Federal System, requested that <br />Council approve a resolution supporting Article V proposal of <br />the Council of State Governments which would enable the <br />legislatures of three-fourths of the states to propose <br />amendments to the Constitution subject to the veto of the <br />Congress by a two-thirds vote of both Houses within two years <br />of the states' submission of the amendments. Mr. Tayloe <br />stated that the proposal would provide an alternate, but not <br />a substitute, for the convention method of adopting <br />amendments to the Constitution. <br /> <br /> Councilors indicated their interest in investigating Mr. <br />Tayloe's proposal further before taking any action. <br /> <br /> <br />
