212 <br /> <br />STAFF REPORT: COMMUNITY UNDERSTANDING PROGRAM <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, explained that <br />a program entitled Community Understanding Program (CUP), <br />developed by Charlottesville High School government teachers, <br />the League of Women Voters, and City staff, will provide to <br />every senior government student at CHS a hands-on learning <br />experience with a City or community program or service <br />throughout the school year. Two groups of five students each <br />will participate on Tuesday mornings and will report back to <br />their respective governments classes. The goals of the <br />program are to provide a practical learning experience and <br />enable students to become more informed and active citizens. <br />Mr. O'Connell invited Councilors to speak briefly with the <br />students any Tuesday morning throughout the year. <br /> <br />APPROPRIATION: <br /> <br />GRANT <br /> <br />~19,727 - FOSTER CARE DEVELOPMENTAL DISABILITIES <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Toscano, the <br />$19,727 appropriation of the Foster Care Developmental <br />Disabilities Grant'was offered and carried over to the next <br />meeting for consideration. <br /> <br />APPROPRIATION:S32,000 - SCHOOL RESOURCE OFFICER <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br />$32,000 appropriation for the School Resource Officer was of <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $2,030 - THERAPEUTIC RECREATION PROGRAM <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, <br />the $2,030 appropriation for the Therapeutic Recreation <br />Program was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br /> Ms. Kate Damon, a senior government student at <br />Charlottesville High School, stated that she is excited about <br />the Community Understanding Program. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Toscano stated that he felt information distributed <br />by the cable company in opposition t6 the cable bill proposed <br />in Congress was misleading and he encouraged citizens to <br />contact their Congressional representatives to indicate their <br />support for the bill. <br /> <br /> Mr. Vandever noted that Mr. Rauzelle Smith, Chairman of <br />the School Board, will be the School Board representative on <br />the Cable Television Citizens Advisory Committee. <br /> <br /> Ms. Daugherty invited representatives of businesses in <br />Fifeville or adjacent neighborhoods to attend a free seminar <br />given by the Police Department on October 6 and October 13 <br />entitled "Crime Prevention for Business." <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, <br />Council unanimously voted to meet in executive session for <br />the purpose of considering appointments to boards and <br />commissions and the acquisition or use of real property for <br />public purpose, or~ the disposition .of publicly held property <br />located east of Belmont, as authorized by Section 2.1-344(a) <br />(1) and (3) of the Virginia Freedom of Information Act. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, <br />Council unanimously certified that, to the best of each <br />member's knowledge, (i) only public business matters lawfully <br /> <br /> <br />
