217 <br /> <br /> Mr. Gouldman noted that the deadline for action on the <br />ordinance had been extended for 30 days if Council wanted to <br />take the extra time to think about the ordinance. <br /> <br /> Mr. Toscano stated that he was not ready to make a <br />decision, but he did feel that the issue revolved around the <br />equal protection argument and whether the services are <br />different. Mr. Toscano added that he did feel that the tax <br />imposed on customers of cellular phones, was~.comparable. <br /> <br /> Ms. Slaughter stated that she felt, especially as a <br />customer~ that the two services are. similar and that while <br />she was prepared to vote on the issue, she would agree to <br />delay voting on the matter. <br /> <br /> Rev. Edwards expressed agreement with Ms. Slaughter and <br />Ms. Daugherty and Mr. Vandever stated that they would prefer <br />to study the matter further. <br /> <br /> It was agreed that the matter would be deferred to the <br />November 2nd meeting. <br /> <br />PRESENTATION: GOVERNMENT FINANCE OFFICERS' ASSOCIATION AWARD <br /> <br /> Mr. Vandever presented the Government Finance Officers' <br />Association Award to Tom Haden of the Finance D'epartment, and <br />acknowledged the contributions of the following Finance <br />Department employees as well as Mr. Haden: Linda Woody, Jim <br />Halter, and Bea Segal. <br /> <br />PRESENTATION: FIRE PREVENTION WEEK PROCLAMATION <br /> <br /> Mr. Vandever read a proclamation proclaiming the week of <br />October 4th as Fire Prevention Week. <br /> <br />PRESENTATION: <br />HOMELESSNESS <br /> <br />RECOGNIZING NATIONAL STUDENTS AGAINST HUNGER AND <br /> <br /> Mr. Vandever read a proclamation recognizing the <br />National Students Against Hunger and Homelessness. <br /> <br />PRESENTATION: FORMER McINTIRE LIBRARY BUILDING <br /> <br /> Ms. Linda Peacock, Budget Administrator, gave the <br /> following overview of the recommended lease agreement with <br /> the Albemarle County Historical Society for use of the former <br /> McIntire Library Building. The lease would be a 'for five <br /> years, with rent set at $1.00 for each of the first two <br /> years, at $!~200 per year for each of years three and four, <br /> and at $2,400 for year five. The Historical Society would be <br /> responsible for non-structural maintenance, heating, air <br /> conditioning and other mechanical systems and the City would <br /> be responsible for structural maintenance. The Society would <br /> present an annual report on its progress toward the seven <br /> goals outlined in the Future Use Committee's report. The <br /> lease would contract with the Society for approximately <br /> $300~000 in improvements to the building, to be funded in <br /> part by a $200,000 gift from an anonymous donor, $50,000 from <br /> the Society and $50,000 from the City. To enable early <br /> completion of the project, it is proposed that the City <br /> extend a loan of $250,000 to the Historical SOciety to be <br /> secured and repaid in four annual installments of $62,500 per <br /> year. <br /> <br /> Mr. James Wooten, President of the Albemarle County <br />Historical Society, stated that the Society's Board of <br />Directors responded favorably to the goals outlined by the <br />McIntire Library Future Use Committee which included: 1) <br />expanding membership to include a wider social, economic and <br />racial array of community members; 2) establishing a <br />permanent memorial to Mr. McIntire; 3) establishing permanent <br />and changing exhibits, free and accessible to the public; 4) <br />presentation of public lectures and live histories and <br /> <br /> <br />
