218 <br /> <br />audiovisual room established; 5) extended weekend and evening <br />hours established; 6) restore the garden and make it <br />accessible to the public; and 7) continue to building upon <br />the relationships with local schools. <br /> <br /> Responding to questions from Councilors, Ms. Melinda <br />Frierson, Executive Director of the Society, stated that <br />memberships are $25.00 per year and the bylaws contain a <br />provision for youth members. <br /> <br /> Mr. Toscano stated that he would support the proposal <br />since the building would be maintained for public use, the <br />plan combines productive things for the community, the <br />renovation will be accomplished with minimal public dollars <br />and the project will be beneficial for downtown. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />Council unanimously approved the terms of the lease to the <br />Albemarle County Historical Society as outlined by Ms. <br />Peacock. <br /> <br /> Ms. Daugherty encouraged the Society to use minority <br />contractors as much as possible for the renovation of the <br />building. <br /> <br /> Ms. Frierson stated that the issue of minority <br />contractors had been discussed with City staff and was one of <br />the goals of the renovation project. <br /> <br />RESOLUTION: SUPPORTING STATE BOND REFERENDA <br /> <br /> Mr. Hendrix stated that the resolution would endorse the <br />three State Bond referenda for education, parks and mental <br />health. <br /> <br /> Ms. Sally Thomas, representing the University of <br />Virginia, stated that the bond referenda will mean a great <br />deal to the Charlottesville community, including $6 million <br />in projects at the University and will improve handicapped <br />accessibility and utilities at Piedmont Virginia Community <br />College. <br /> <br /> Ms. Slaughter stated that she felt all of the projects <br />are needed, represent a responsible capital improvement <br />plan for the State, and that it was a good time in the bond <br />market for issuance of bonds. Ms. Slaughter urged voters to <br />approve the bond referenda and added that taxes will not be <br />raised as a result of the bonds. <br /> <br /> On motion by Ms. Slaughter, seconded.by Rev. Edwards, <br />Council unanimously endorsed the state bond referenda. <br /> <br /> WHEREAS~ Virginia's continued economic growth and <br />development is dependent upon the Commonwealth,s ability to <br />provide for the needs of its citizens both now and into the <br />21st century; and <br /> <br /> WHEREAS, Virginia voters will have the opportunity to <br />approve three bond referenda on November 3 that will provide <br />funds to construct and renovate the facilities necessary to <br />serve the state's growing population; and <br /> <br /> WHEREAS, there have been no state-supported capital <br />improvement programs for higher education since 1986, yet <br />during that period enrollment in our colleges and <br />universities has grown by 40,000 and by the~year 2000 another <br />65~000 students will seek enrollment in Virginia's colleges <br />and universities; and <br /> <br /> WHEREAS, $472.4 million is earmarked for the capital <br />needs of higher education, providing badly needed classroom, <br />laboratory and other teaching space, correction of life- <br />safety code deficiencies, repairs to libraries, additions to <br /> <br /> <br />
