219 <br /> <br />computer centers, and other needs; and <br /> <br /> WHEREAS, providing for thelneeds of those citizens of <br />the Commonwealth with mental disabilities is a responsibility <br />of all Virginians; and <br /> <br /> WHEREAS, $45.2 million is appropriated for the <br />construction and renovation of seven high-priority projects <br />for current and projected patient needs, particularly for <br />children and elderly Virginians, enabling Virginia to meet <br />the legal mandates for patients in secure facilities and <br />ensuring that state facilities will continue to receive <br />Medicaid and Medicare reimbursement, reducing demands on the <br />state budget; and <br /> <br /> WHEREAS, tourism is Virginia's second-largest industry <br />and its park system is a vital component of that industry, <br />helping to pump $80 million annually into the state's <br />economy; and <br /> <br /> WHEREAS, $95.4 million is allocated to upgrade existing <br />park facilities and purchase new land, enhancing Virginia's <br />tourist potential and increasing the flow of out-of-state <br />revenue to Virginia; and <br /> <br /> WHEREAS, taxes will not have to be raised to pay for <br />these bonds; and <br /> <br /> WHEREAS, passage of these three referenda will create <br />3,600 new jobs and generate ~22 million in new revenue; and <br /> <br /> WHEREAS, passage of these three referenda will not <br />jeopardize Virginia's AAA bond rating; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the CitY of <br />Charlottesville endorses the passage of all three referenda <br />on the November 3, 1992 ballot, authorizing the issuance of <br />general obligation bonds of the Commonwealth of Virginia; <br /> <br /> BE IT FURTHER RESOLVED that the City of Charlottesville <br />encourages the voters of Virginia to vote "YES" to each <br />Question of whether the referendum should take effect. <br /> <br /> Mr. Toscano stated that he felt the projects funded by <br />the bonds would create jobs and increase revenue in the <br />state. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> On motion by Mr. Toscano, seconded by Rev. Edwards, <br />Council unanimously voted to meet in executive session to <br />discuss appointments to boards and commissions and the <br />acquisition, disposition, or use of public property, more <br />specifically, property west of 1st Street in the downtown <br />area, as exempted by Section 2.1-344 (a)(1) and (3) of the <br />Virginia Freedom of Information Act. <br /> <br /> Council reconvened in open session and, on motion by <br />Rev. Edwards, seconded by Ms. Slaughter, unanimously <br />certified that, to the best of each member's knowledge, (i) <br />only public business matters lawfully exempted from open <br />meeting requirements by Virginia law were discussed in the <br />executive meeting to which this certification resolution <br />applies, and (ii) only such public business matters as were <br />identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br /> The meeting was adjourned. <br />Pres~ <br /> <br /> <br />
