Edwards, Ms.
Slaughter, Mr. Vandever. Absent: Mr. Toscano.

Mr. Vandever announced that the second reading of the
ordinance imposing utility tax on "wireless" cable
subscribers would be deferred to the next meeting due to the
absence of Mr. Toscano who serves on the Cable Advisory
Committee.

PUBLIC

Mr. Sheldon Anderson, President of the paramount Theater
and Cultural Center, Inc. requested that the Council consider
changing the tax exempt status of the Paramount Theater to
make it exempt from real and personal property taxes. Mr.
Anderson anticipated that the taxes, after renovation of the
building, will exceed $30,000 and would have a devastating
impact on the operating budget. Mr. Anderson noted that the
building will be operated as a public building and will have
a positive impact on the vitality of the downtown mall, and
added that many similar facilities throughout the state have
been granted tax exempt status.

Ms. Slaughter noted that she would be willing to
reconsider Council's policy not to grant tax exempt status
but also suggested that the Paramount Board consider whether
the request might come at a better time. Ms. Slaughter added
that she felt it would be helpful to have the Paramount's
master plan available.

Ms. Daugherty requested that information be provided on
other successful theaters, their operating budgets, and
whether they are tax exempt.

Mr. Anderson stated that the Paramount Theater in
Bristol, Tennessee, which is similar to the local Paramount,
is tax exempt.

It was agreed that the matter would be considered at the
November 16th meeting.
