222 <br /> <br /> Mr. Gee Smith, 1336 Hilltop Road, asked whether revenues <br />from solid waste sticker fees would be expended before money <br />budgeted from the General Fund for this purpose if the cost <br />of providing the service is under the amount budgeted. <br /> <br /> Mr. Hendrix stated that no decision had been made by the <br />Council on the matter. <br /> <br /> Ms. Slaughter noted that any excess funds from the <br />sticker fees would go into a "green" or solid waste fund as <br />agreed by Council when the fee was adopted. <br /> <br /> Mr. Tom Hill, 1204 Rugby Road, asked when the Gas <br />Advisory Committee would be formed. <br /> <br /> Mr. Vandever replied that the Council will be discussing <br /> appointments to the Gas Advisory Committee later in the <br /> evening and appointments would be made in.the near future. <br /> <br />CONSENT AGENDA <br /> <br /> At the request of Ms. Slaughter, approval of the minutes <br />of the September 11/12 Council retreat were deferred. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards abstaining from approval of the minutes of <br />October 9 and 14 and Mr. Toscano absent. <br /> <br />Approving minutes of September 28, October 5 (5:30 <br />and 7:30), 9 and 14 <br /> <br />be <br /> <br />APPROPRIATION: $64,971 - Transportation Planning <br />Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $64,971 is hereby <br />appropriated to expenditure account 11-042-053050 in the <br />Grants Fund for planning activities, including <br />administration, long range planning, southern City <br />neighborhood study, transit development plan, .and the 1990 <br />census, outlined in the Unified Transportation Planning Work <br />Program. Such activities shall be conducted by the City <br />under a contract pursuant to a Section 112 planning and <br />programming grant received by the Thomas Jefferson Planning <br />District Commission from the Federal Highway Administration <br />(FHWA) and the Virginia Department of Transportation (VDOT). <br /> <br /> This appropriation is conditioned upon receipt by the <br />City of $51,976 from the Federal Highway Administration, and <br />$6,498 from the Virginia Department of Transportation, for a <br />total of $58,474 from the pass-through agency, Thomas <br />Jefferson Planning District Commission. <br /> <br /> BE IT FURTHER RESOLVED that the City's ten percent (10%) <br />local match of $6,497 is_hereby appropriated to account code <br />05-302-131032 from the unappropriated balance of the General <br />Fund for transfer to the Grants Fund. <br /> <br />c.
