224 <br /> <br />construction - CDBG funds; reconstruction - CIP; (sidewalk) <br />hazards - Public Service operations budget; and (sidewalk) <br />utility cuts - utilities. <br /> <br /> Mr. Vandever expressed concern about expending CDBG <br />funds on certain projects in target neighborhoods rather than <br />City funds. <br /> <br /> Mr. Hendrix recommended that the Council give direction <br />to the CDBG Task Force regarding expending CDBG funds for <br />these projects since they have done so in the past in order <br />to complete a project earlier than would have been done with <br />City funds. <br /> <br /> Mr. Huja outlined the "Plan for Needs of Pedestrians and <br />Sidewalk Priorities" as recommended by the Planning <br />Commission. Mr. Huja stated that the overall goal of the <br />plan is to create, a pedestrian system in the City that meets <br />the needs and requirements of pedestrians in terms of access <br />and safety. Mr. Huja recommended that Council adopt the plan <br />as a general guide. Mr. Huja noted that all sidewalks needs <br />(new construction) are judged with the same criteria. <br /> <br /> Mr. Hendrix explained that the main criteria for <br />reconstruction projects is the danger presented and therefore <br />these projects are put high on the list of priorities. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, <br />the sidewalk/pedestrian plan was accepted by Council, with <br />Mr. Toscano absent. <br /> <br /> Mr. Vandever stated that he would like there to be <br />further communication from and with the CDBG Task Force with <br />regard to sidewalk funding. <br /> <br />RESOLUTION: APPROVING PERMIT PARKING IN FIFEVILLE (900 AND 1100 <br />BLOCKS OF GROVE STREET AND 1000 BLOCK OF KING STREET) <br /> <br /> Mr. Hendrix stated that the streets in Fifeville meet <br />the criteria for permit parking and staff recommend that the <br />request be approved. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />the resolution approving permit parking in Fifeville was <br />approved, with Mr. Toscano absent. <br /> <br /> WHEREAS, residents of (1) the 900 block of Grove Street <br />from 10th Street, SW to 9th Street, SW, (2) the 1100 block of <br />Grove Street from Spring Street to Jones Street, and (3) the <br />1000 block of King Street from 10th Street, SW to Jones <br />Street, have requested that City Council designate those <br />portions of streets as restricted parking blocks; and <br /> <br /> WHEREAS, in accordance with the permit parking <br />regulations, the City Traffic Engineer has conducted on <br />street parking surveys and mailed notice to all residents of <br />the affected areas that Council will consider designating <br />such areas as restricted parking blocks; and <br /> <br /> WHEREAS, the surveys have shown that at least 75% of the <br />total number of on street parking spaces in the proposed <br />restricted parking blocks were occupied, and at least 50% of <br />the total number of on street parking spaces in those blocks <br />were occupied by commuter vehicles; and <br /> <br />WHEREAS, Council has considered: <br /> <br />(a) <br /> <br />the purpose and intent of the permit parking <br />ordinance and regulations; <br /> <br />(b) <br /> <br />the alternate means of transportation, if any, <br />to and from the restricted parking blocks being <br />established; <br /> <br /> <br />
