225 <br /> <br />(c) <br /> <br />the adverse impact that restricting parking in <br />such blocks might have on nearby neighborhoods <br />that do not have permit parking; and <br /> <br />(d) <br /> <br />the adverse impact that such restrictions may <br />have on the non-residents of the proposed <br />restricted parking blocks and their ability to <br />find available parking near their place of <br />work~ now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that (1) the 900 block of Grove Street from <br />10th Street, SW to 9th Street, SW, (2) the 1100 block of <br />Grove Street from Spring Street to Jones Street, and (3) the <br />1000 block of King Street from 10th Street, SW to Jones <br />Street, are hereby designated as restricted parking blocks. <br /> <br />RESOLUTION: APPROVING SALE OF CSX PROPERTY <br /> <br /> Ms. Bonnie Smith, Chair of the Charlottesville <br />Industrial Development Authority (CIDA) stated that CIDA has <br />approved the sale of CSX property to Dr. Douglas Cox for <br />construction of a medical facility. <br /> <br /> Mr. George Ray, Director of EconomiC Development, <br />reviewed the master plan for the CSX property. <br /> <br /> Mr. Bill Atwood, architect for CIDA, reviewed the design <br />of the proposed facility. <br /> <br /> Mr. George Gilliam, attorney for CIDA, reviewed the <br />contract for sale of the property which would sell the <br />property for $182,500. Mr. Gilliam noted that CIDA has <br />reserved air rights over the property in order to build a <br />parking deck to the rear of the building in the future. <br /> <br /> Ms. Slaughter stated that the Urban Design Commission <br />has approved the plan for the building. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, <br />the resolution approving the sale of CSX property to Dr. <br />Douglas Cox was approved, with Mr. Toscano absent. <br /> <br /> WHEREAS, the Charlottesville Industrial Development <br />Authority (CIDA) has approved the sale of Parcel A-2-2 of the <br />CSX property to Dr. Douglas M. Cox for development of an <br />office building with appurtenant parking; and <br /> <br /> WHEREAS, the Urban Design Committee has reviewed the <br />development plans and provided an advisory opinion to Council <br />on whether the plans conform to the City's ~Urban Design <br />Guidelines~ now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the attached Land Purchase and <br />Development Agreement between the CIDA and Douglas M. Cox <br />dated October 14, 1992, is hereby approved. <br /> <br />RESOLUTION: EXTENDING TERMS OF CHARLOTTESVILLE-ALBEMARLECHILDREN <br />AND YOUTH COMMISSION MEMBERS <br /> <br /> Mr. Hendrix stated that the request had been made to <br />extend the terms of the members of the Charlottesville- <br />Albemarle Children and Youth (CACY) Commission to June 30 to <br />coincide with the fiscal year. <br /> <br /> On motion by Ms. Slaughter, seconded by Rev. Edwards, <br />the terms of the CACY Commission members were extended to <br />June 30, with Mr. Toscano absent. <br /> <br />ORDINANCE: PERFORMANCE BONDS AND OTHER BOND LIMIT CHANGES <br /> <br /> <br />
