225 (c) the adverse impact that restricting parking in such blocks might have on nearby neighborhoods that do not have permit parking; and (d) the adverse impact that such restrictions may have on the non-residents of the proposed restricted parking blocks and their ability to find available parking near their place of work~ now, therefore BE IT RESOLVED by the Council of the City of Charlottesville that (1) the 900 block of Grove Street from 10th Street, SW to 9th Street, SW, (2) the 1100 block of Grove Street from Spring Street to Jones Street, and (3) the 1000 block of King Street from 10th Street, SW to Jones Street, are hereby designated as restricted parking blocks. RESOLUTION: APPROVING SALE OF CSX PROPERTY Ms. Bonnie Smith, Chair of the Charlottesville Industrial Development Authority (CIDA) stated that CIDA has approved the sale of CSX property to Dr. Douglas Cox for construction of a medical facility. Mr. George Ray, Director of EconomiC Development, reviewed the master plan for the CSX property. Mr. Bill Atwood, architect for CIDA, reviewed the design of the proposed facility. Mr. George Gilliam, attorney for CIDA, reviewed the contract for sale of the property which would sell the property for $182,500. Mr. Gilliam noted that CIDA has reserved air rights over the property in order to build a parking deck to the rear of the building in the future. Ms. Slaughter stated that the Urban Design Commission has approved the plan for the building. On motion by Rev. Edwards, seconded by Ms. Daugherty, the resolution approving the sale of CSX property to Dr. Douglas Cox was approved, with Mr. Toscano absent. WHEREAS, the Charlottesville Industrial Development Authority (CIDA) has approved the sale of Parcel A-2-2 of the CSX property to Dr. Douglas M. Cox for development of an office building with appurtenant parking; and WHEREAS, the Urban Design Committee has reviewed the development plans and provided an advisory opinion to Council on whether the plans conform to the City's ~Urban Design Guidelines~ now, therefore BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the attached Land Purchase and Development Agreement between the CIDA and Douglas M. Cox dated October 14, 1992, is hereby approved. RESOLUTION: EXTENDING TERMS OF CHARLOTTESVILLE-ALBEMARLECHILDREN AND YOUTH COMMISSION MEMBERS Mr. Hendrix stated that the request had been made to extend the terms of the members of the Charlottesville- Albemarle Children and Youth (CACY) Commission to June 30 to coincide with the fiscal year. On motion by Ms. Slaughter, seconded by Rev. Edwards, the terms of the CACY Commission members were extended to June 30, with Mr. Toscano absent.
