226 <br /> <br /> Mr. Hendrix explained that the ordinance proposing <br />changes in ~the performance bonds and other bond limits was <br />prepared as a result of discussions at Council's annual <br />retreat. <br /> <br /> Rev. Edwards stated that it was his understanding that <br />Council had wanted the bond threshold changed to $100,000. <br /> <br /> Ms. Slaughter expressed interest in the suggestion <br />regarding self-insurance for bonds which would reduce the <br />risk to the City somewhat. <br /> <br /> Mr. Gouldman stated that approval for self-insurance <br />would need to be received from the Attorney General's office. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter an <br />ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />SECTIONS 22-18, 22-19, 22-73, AND 22-74 OF CHAPTER 22 OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, <br />RELATED TO THE REQUIREMENT FOR PERFORMANCE BONDS BY <br />CONTRACTORS DOING WORK FOR THE CITY," with the threshold set <br />at $100,000, and an ordinance entitled "AN ORDINANCE AMENDING <br />AND REORDAINING SECTION 5-2 OF CHAPTER 5 OF THE CODE OF CITY <br />OF CHARLOTTESVILLE, 1990, AS AMENDED, REGARDING THE BONDING <br />OF CONTRACTORS" were offered and carried over to the next <br />meeting for consideration. <br /> <br /> Ms. Slaughter stated that she would like the public to <br />have an opportunity to have input regarding the ordinances. <br /> <br /> Mr. Gouldman stated that he would make a recommendation <br />regarding an effective date for the ordinance at the next <br />meeting. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Tentative meeting dates were set for a meeting with the <br />School Board, University of Virginia student leaders, and for <br />a tour of the airport. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, <br />Council voted to meet in executive session to discuss <br />personnel matters (appointments to boards and commission) as <br />exempted by Section 2.1-344(a)(1)of the Virginia Freedom of <br />Information Act, with Mr. Toscano absent. <br /> <br /> Council reconvened in open session and, on motion by <br />Rev. Edwards, seconded bY Ms. Daugherty, certified, with Mr. <br />Toscano absent, that, to the best of each member's knowledge, <br />(i) only public business matters lawfully exempted from open <br />meeting requirements by Virginia law were discussed in the <br />executive meeting to which this certification resolution <br />applies, and (iii) only such public business matters as were <br />identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br /> The meeting was adjourned. <br />President~~ <br /> <br /> <br />
