237 <br /> <br />Daugherty stated that she felt the existing Land Use Plan for <br />the property was a mistake. <br /> <br />Ms. Slaughter expressed agreement with Ms. Daugherty. <br /> <br /> Mr. Vandever stated that while he had supported <br />maintaining the B-1 designation for the property in the Land <br />Use Plan, he thought any rezoning would be approved far in <br />the future. <br /> <br /> Mr. Toscano stated that he felt the reason for denial of <br />the rezoning was due to the significant adverse impact the <br />rezoning would have on the neighborhood but in the future <br />conditions might change. <br /> <br /> Mr. Toscano questioned whether there was regular <br />communication between Martha Jefferson Hospital and the <br />neighborhood. <br /> <br /> Mr. Josef Beery, President of the Martha Jefferson <br />Hospital Neighborhood Association, stated that information <br />was shared by the Hospital on a regular basis. <br /> <br /> Mr. Sandridge stated that neighbors have been kept <br />informed on a regular basis but it was not always possible to <br />share information on proposed land purchases. Mr. Sandridge <br />noted that the rezoning had been requested in order to <br />prevent Hospital parking from imposing on the neighborhoods. <br />Mr. Sandridge expressed disappointment that the Council did <br />not follow its Land Use Plan. <br /> <br />ORDINANCE: INCREASING FINE FOR BUILDING CODE VIOLATION <br /> <br /> Mr. Hendrix explained that the ordinance would increase <br />the fine for building code violations to $2500. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br />ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 5-1 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, <br />AS AMENDED, TO INCREASE THE PENALTY FOR VIOLATIONS OF CITY <br />BUILDING REGULATIONS AND CODES" was offered and carried over <br />to the next meeting for consideration. <br /> <br />ORDINANCE: RETIREMENT AMENDMENTS - DISABILITY AND DEATH BENEFITS <br /> <br /> Mr. Hendrix explained that the ordinance would allow <br />retirement credit for up to 2,000 of accrued sick leave, <br />would increase the death benefit to ~5,000, with annual <br />adjustments for inflation, and would reduce the amount of <br />disability benefits by the~statutory amount an employee is <br />entitled to receive under the state worker's compensation <br />act. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the <br />ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />SECTIONS 19-91, 19-101 AND 19-106 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, TO AMEND THE~RETIREMENT <br />ORDINANCE'S DEFINITION OF CREDITABLE SERVICE, TO INCREASE THE <br />AMOUNT OF THE LUMP SUM DEATH BENEFIT, AND TO PREVENT <br />SIMULTANEOUS DISABILITY AND WORKER'S COMPENSATION PAYMENTS" <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC <br /> <br /> Ms. Betty Siegner, 201 Sunset Avenue, stated that she <br />felt the Council should hold joint public hearings with the <br />Planning Commission on the sale of any City owned property, <br />especially property located in priority neighborhoods such as <br />Fry's Spring. Ms. Siegner also requested~that Mr. Huja <br />comment on how land sales have been handled in the past and <br />any future role the Planning Commission could play. <br /> <br /> <br />
