234 <br /> <br />proposals for CDBG funding was the end of November but <br />Council could accept additional proposals if desired. <br /> <br /> Ms. Slaughter recommended that the CDBG Task Force look <br />at the capital improvement program and CDBG funds together to <br />get some sense of where monies are going and whether <br />priorities should be shifted. <br /> <br /> Mr. Vandever stated that the CDBG Task Force has asked <br />whether Council wants to designate a priority neighborhood. <br /> <br /> Mr. Toscano stated that~he felt designating a priority <br />neighborhood would be useful and recommended thought be given <br />to designating 10th and Page since it is tied in with the <br />West Main Street area currently under study, and that North <br />Belmont and the entire Belmont area be considered in the <br />future, particularly with regard to economic development <br />opportunities. <br /> <br /> Ms. Slaughter questioned whether it would be possible to <br />designate a couple of neighborhoods at one time. <br /> <br /> Mr. Hendrix stated that the decision to designate more <br />than one priority neighborhood would partly depend on the <br />ability of existing staff to do the work. <br /> <br /> Mr. Toscano made a motion to request that the CDBG Task <br />Force consider designating 10th and Page as the target <br />neighborhood and set aside at least $200,000 for that <br />neighborhood. Ms. Daugherty seconded the motion and it was <br />approved, with Ms. Slaughter abstaining and Rev. Edwards <br />absent for the vote. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, Mr. <br /> A1 Elias was unanimously appointed as the School Board <br /> representative to the CDBG Task Force. <br /> <br />PRESENTATION: THOMAS JEFFERSON PLANNING DISTRICT COMMISSION <br />LEGISLATIVE PACKAGE <br /> <br /> Ms. Andrea Trank, legislative liaison with the Thomas <br />Jefferson Planning District Commission, presented the <br />Commission's legislative package as approved by member <br />localities. Ms. Trank noted that any locality may remove an <br />item from the package and she is unable to lobby for such <br />items, but Will keep interested localities informed of the <br />items. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, <br />the Thomas Jefferson Planning District Commission's <br />legislative package was unanimously approved. <br /> <br />REPORT: <br /> <br />COMPREHENSIVE SERVICES ACT <br /> <br /> Mr. Robert Cox, Director of Social Services reviewed the <br />Comprehensive Services Act, legislation passed by the General <br />Assembly in 1992 which will restructure the way certain <br />public social services, primarily serving children removed <br />from or in danger of being removed from their homes. The Act <br />is intended to simplify funding and increase interagency <br />collaboration in providing services. If funding is passed by <br />the 1993 General Assembly, the Act is expected to go into <br />effect July 1, 1993. Mr. Cox explained that the Council is <br />required to take action on the following by January 1: 1) <br />establish jurisdictional boundaries; 2) designate a fiscal <br />agent; 3) designate legal counsel; and 4) appoint a Community <br />Policy and Management Team. Mr. Cox stated that staff <br />recommend the following: 1) the City and Albemarle County <br />cooperate as a multi-jurisdictional district since the two <br />localities have an existing cooperative interagency service <br />system for youth and fami!ies'(Charlottesville-Albemarle <br /> <br /> <br />
