Bodkin, <br />Executive~Director of Family Services, Inc~ <br /> <br /> Responding to a question from Ms. Slaughter,'Mr. Cox <br />stated that the Act originated because of the large amount of <br />money spent on out-of-home placements and as the Act was <br />developed it was also seen as a means to streamline existing <br />policies° <br /> <br /> Responding to questions from Mr. Toscano, Mr. Cox <br />stated that approximately 5% to i0% of the local funds could <br />be affected by the Act, that local funding for 1992 would <br />be used as the base funds which would require a 30% local <br />match by Charlottesville, and that no funds have been set <br />aside for administration of the Act,.though it has been <br />recommended that 3% be added to cover these expenses. Mr. <br />Cox added that if the administrative costs became more than <br />routine indirect costs he would recommend exploring <br />reimbursement from Albemarle County to cover the cost of the <br />City acting as fiscal agent and legal counsel. Mr. Cox also <br />noted that the Council can act to change its action in the <br />future. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, <br />Council unanimously certified the following with regard to <br />the Comprehensive Services Act: 1) the City and Albemarle <br />County will cooperate as a multi-jurisdictional district; 2) <br />the City's Director of Finance will be the fiscal agent; 3) <br />the Charlottesville City Attorney will act as legal counsel; <br />and 4) the Community Policy and Management Team will be <br />composed of the following: Director, Charlottesville <br />Department of Social Services; Director, Albemarle County <br />Department of Social Services; Director, Region Ten Community <br />Services Board; Director; Juvenile Court Services Unit; <br />Coordinator of Student Services, Charlottesville Public <br />Schools; representative from the Albemarle County Public <br />Schools; Director, Thomas Jefferson Health Department; James <br />Hoff, a parent from Charlottesville School System; a parent <br />from Albemarle County Schools~ and Catherine J. Bodkin, <br />Executive Director of Family Services, Inc. <br /> <br />REPORT: ECONOMIC DEVELOPMENT CHARGE <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, <br />the economic development charge as previously discussed, <br />amended by Ms. Daugherty to include minority and women owned <br />business, and the following process were unanimously <br />approved, with Ms. Daugherty to serve as the City Council <br />representative on the steering committee: the steering <br />committee will develop a process and structure for developing <br />the strategy and produce a proposed list of participants for <br />the economic development task force of 18-24 people. The <br />task force would develop the actual strategy using the <br />process and structure developed. The Charlottesville <br />Industrial Development Authority will review all committee <br />recommendations for process~ procedure and task force <br />membership and send their recommendations to City Council for <br />approval. <br /> <br />REPORT: HOLIDAYS <br /> <br />Mr. Hendrix requested,-on behalf of City employees, that <br /> <br /> <br />
