241

Mr. Toscano questioned what the rationale was for hiring
a director immediately rather than using someone from the
Parks Departments prior to opening the Center and Ms. Miller
replied that it was felt that a director could begin working
with and developing a positive relationship with area
teenagers.

Mr. Dawson added that the Committee felt that momentum
would be lost if hiring a director was delayed.

Responding to a question from Mr. Toscano, Mr. Dawson
estimated that approximately $3,000 could be raised in the
first year, the Charlottesville-Albemarle Technical Education
Center could do major labor, with most materials donated, and
it would be possible for the Center to be 75% self-
supporting.

Ms. Slaughter stated that she was a big supporter of the
Teen Center proposal but would like to see the private sector
play a greater role and would also like to see grants sought
out and the Chamber of Commerce invited to participate.

Mr. Dawson stated that it was felt that both federal and
state funds earmarked for prevention would be available.

Ms. Kai Rady, a member of the CACY Commission, noted
that business people in the community have been very
supportive of the proposal.

Ms. Daugherty stated that she was very impressed with
the Committee's thoroughness in researching the need for the
Center and in seeking teenagers' input and she was excited
about the proposal°

It was agreed that City and County staff would prepare a
recommendation on the director position so that Council and
the Board could take action by early January.

.T_~t~ was adjourned.
President

NOTICE OF SPECIAL MEETING

A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Thursday,
December 17, 1992 AT 6:00 p.m. IN THE Walker School Media
Center.

THE PROPOSED AGENDA IS AS FOLLOWS:

Meeting with School Board re: Budget Priorities.

BY ORDER OF THE MAYOR

BY Jeanne Cox ,(s%g~ed)

WALKER SCHOOL MEDIA CENTER - December 17, 1992

Council met in special session on this date With the
following members present: Ms. Daugherty, Rev. Edwards, Ms.
Slaughter, Mr. Toscano, Mr. Vandever.

The Council and School Board members discussed the
issue of teacher salaries and Mr. Cliff Bennett, School Board
member, noted that the School Board will be unable to
increase salaries unless something is cut from the School
budget or unless more money is received from Council.

Dr. Joseph McGeehan, Superintendent of Schools, stated
that ~500,000 would need to be cut from the budget in order
to give teachers raises.
