251 <br /> <br />COUNCIL CHAMBER - January 4, 1993 <br /> <br /> Council met in regular session on this date with the <br />following members present: Ms. Daugherty, Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PUBLIC <br /> <br /> Mr. John Gaines, 214 9th Street, N.W., representing the <br />Sector II Neighborhood Association, discussed concerns about <br />drug activity in his neighborhood. Mr. Gaines listed the <br />following drug related accomplishments by the City: limited <br />drug treatment established; emphasis on drug education in the <br />schools; and containment of drug activity from Fifeville to <br />Sector II. Mr. Gaines listed neighborhood efforts as <br />follows: drug marches; support for increased funding for <br />police; helped with cleanup projects; established <br />neighborhood watch programs; pay taxes and elected Council to <br />solve problems. Mr. Gaines listed continuing concerns <br />related to drug activity in the Sector II neighborhood: <br />increased drug activity on holidays and the 1st and 15th days <br />of the month; complaints to 911 are occasionally rudely <br />received; loud and boisterous loitering; increased vehicle <br />traffic and related noise; litter; and demoralized residents. <br />Mr. Gaines stated that several neighborhood representatives <br />were interested in attending a Council meeting in the future <br />to discuss these problems. <br /> <br />CONSENT AGENDA <br /> <br /> on motion by Ms. Daugherty, seconded by Ms. Slaughter, <br />the following consent agenda items were unanimously approved, <br />with Ms. Slaughter abstaining from the minutes of the <br />November 16th meeting: <br /> <br />ae <br /> <br />Minutes of November 16, 23 (12:00 and 7:30), <br />December 9~ 11, and 17 <br /> <br />b. APPROPRIATION: $6,000 - DARE Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $6,000.00, to be <br />received as a grant from the Commonwealth of Virginia, is <br />hereby appropriated to expenditure account 11-270-041134, to <br />be expended by the Charlottesville Police Department to <br />support anti-drug education (CARE Program) in the City <br />schools. All expenditures from this grant shall be in <br />accordance with the Drug-Free Schools and Communities Act of <br />1986 (DFSCA). This appropriation is conditioned upon <br />reimbursement of $6,000.00 from the Commonwealth of Virginia. <br /> <br />APPROPRIATION: <br />(2nd reading) <br /> <br />$187,889 - M. O. Mohr Center Grant <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $187,889 is hereby <br />appropriated in the Grants Fund to expenditure account <br />11-042-062025 for operation of the M. O. Mohr Center during <br />the 1992-93 fiscal year. The M. O. Mohr Center shall be <br />operated by the Region Ten Community Services Division of <br />Alcohol and Substance Abuse under contract with the City. <br />Such appropriation shall be conditioned upon receipt of <br />$78,530 from the Virginia Department of Criminal Justice <br />Services Grant #93-A7894, and $109,359 shall be transferred <br />from account 05-302-131034 in the General Fund to the Grants <br />Fund~ for a total appropriation of $187,889. <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND REORDAINING <br />SECTIONS !-!1 AND 15-2 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, TO INCREASE THE <br />PENALTIES FOR MISDEMEANOR VIOLATIONS AND THE FINE <br />FOR TRAFFIC VIOLATIONS, RESPECTIVELY,, (2nd reading) <br /> <br /> <br />
