252 <br /> <br />ee <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 30-38 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, RELATED TO THE <br />PRORATION OF THE TANGIBLE PERSONAL PROPERTY TAX" <br />(2nd reading) <br /> <br />PUBLIC HEARING: <br /> <br />RESOLUTION <br /> <br />WILLARD DRIVE STORM DRAIN ASSESSMENTS <br /> <br /> Mr. Hendrix explained that the resolution would create a <br />special assessment district to assess property owners for <br />their share of storm sewer improvements to correct long <br />standing drainage problems in the area. Mr. Hendrix stated <br />that the action was necessary since the drainage program <br />required 100% participation by residents and a small number <br />of residents were unwilling to participate. <br /> <br /> Mr. Gouldman recommended that the resolution be amended <br />to provide a tax deferral for the elderly and to allow the <br />assessment to be paid off in four years. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Reed Banks, 2505 Willard Drive, expressed total <br />support for creating the assessment district to correct the <br />long standing problems in the neighborhood. <br /> <br />Mr. David Lee supported the resolution. <br /> <br /> Mr. John Parr, owner of the property at 322 Cleveland <br />Avenue, stated that he was not aware of any drainage problems <br />on his property and felt the problems others are experiencing <br />could be solved by unblocking existing drains or installing <br />drainage ditches. <br /> <br /> Ms. Susan Ralston, 320 Cleveland Avenue, supported the <br />resolution and stated that she did not want to have to put a <br />ditch through her back yard. <br /> <br /> As there were no further speakers the public hearing.was <br />closed. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />the resolution creating a special assessment district in <br />the Willard Drive area was offered and carried over to the <br />next meeting for consideration. <br /> <br />APPROPRIATION: $5,930 - TEEN CENTER COORDINATOR <br /> <br /> Mr. Hendrix explained that the Charlottesville-Albemarle <br />Children and Youth (CACY) Commission had requested that the <br />City and Albemarle County appropriate funds to hire a Teen <br />Center Coordinator for the period from January to June, 1993 <br />and the County has approved its share of the funding. Mr. <br />Hendrix stated that details are being worked out with regard <br />to whom the Coordinator will report. Mr. Hendrix stated that <br />future funding of the Teen Center will be considered during <br />the normal budget process. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Slaughter, <br />the $5,930 appropriation for the Teen Center Coordinator was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />RESOLUTION: AMENDING SPECIAL PERMIT FOR JABA ADULT DAY CARE <br />CENTER AT 1512 E. MARKET STREET TO EXTEND HOURS OF OPERATION <br /> <br /> Mr. Satyendra Huja, Director of COmmunity Development, <br />stated that the Planning Commission recommended amending the <br />special permit for the Adult Day Care Center with no limits <br />on the flexibility in daytime, weeknight, overnight and <br />weekend use for the Adult Day Care and respite care facility <br />operation only, to provide for the maximum 30 adults now <br /> <br /> <br />
