Mr. Huja stated <br />that it was staff's recommendation that the hours of <br />operation remain from 7:30 a.m. to 5:30 p.m. <br /> <br /> Responding to questions from Mr. Toscano, Mr. Huja <br />stated that respite care would allow families to leave up to <br />six people overnight and a number of violations had been <br />reported regarding the speCial permit restrictions in the <br />last two years. <br /> <br />Ms. Slaughter stated that she would favor some <br />restriction on the type of auxiliary activities allowed. <br /> <br /> Ms. Daugherty stated that she was not concerned with <br />other groups using the facility but favored maintaining the <br />hours of operation from 7:30 a.m. to 5:30 p.m. <br /> <br /> Mr. Toscano stated that he felt the permit should be <br />specific with regard to limiting the respite care to six beds <br />and restricting the groups using the facility given the <br />problems with previous violations. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Huja <br />stated that there have been some concerns about how late <br />meetings go at the site, but it has not been a major <br />problem. <br /> <br /> Rev. Edwards stated that he would abstain from voting on <br />the matter since he had missed the public hearing. <br /> <br /> Mr. Gouldman expressed concern that the special permit <br />will be difficult to enforce if the language regarding who is <br />allowed to use the facility is unclear. <br /> <br /> It was agreed that the resolution would be deferred to <br />the next meeting and that the original special permit would <br />be provided to Council. <br /> <br />RESOLUTION: APPROVING SPECIAL PERMIT FOR MACAA TO USE YMCA <br />PROPERTY AT 1025 PARK STREET AS COMMUNITY EDUCATION CENTER <br /> <br /> Mr. Huja stated that the Planning Commission recommended <br />approval of the special permit for the following reasons: 1) <br />It is in harmony with the Land Use Plan of the Comprehensive <br />Plan~· and 2) It will not have a significant adverse impact on <br />the surrounding area if conditions are met. <br /> <br /> Rev. Edwards stated that he would abstain on the matter <br />since he missed the public hearing but stated that he <br />supported the special permit and expressed concern that the <br />time limitations recommended would be a burden to MACAA. <br /> <br /> Mr. Huja stated that the neighbors were concerned about <br />use of the facility late in the evening. <br /> <br /> Ms. Slaughter noted that the dance group which has used <br />the facility for many years would like to continue to use the <br />facility on Fridays up to 11:00 p.m. <br /> <br /> Ms. Daugherty moved the resolution, amending the permit <br />to allow the facility to be used up to 11:00 p.m. on Friday <br />nights. <br /> <br /> Mr. Lloyd Snook, speaking on behalf of MACAA, noted that <br />MACAA has not agreed to add up to 150 parking spaces as <br />stated in the letter from the dance group. Mr. Snook <br />explained that a mechanism will be established for the <br />neighborhood to convey any concerns they may have about the <br />ongoing operation of the facility. <br /> <br /> Ms. Slaughter seconded the motion and~the resolution <br />granting a special use permit to MACAA to use the former YMCA <br /> <br /> <br />
