Edwards, seconded by Mr. Toscano, the <br />following consent agenda items were approved, with Rev. <br />Edwards abstaining from approval of the minutes of December <br />21st: <br /> <br />Se <br /> <br />Approving minutes of December 21 and 28 and January <br />4 and 5 <br /> <br />APPROPRIATION: <br />(2nd reading) <br /> <br />~5,930 - Teen Center Coordinator <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $5,930.00 is <br />hereby appropriated from the unappropriated balance of the <br />General Fund to account code 11-020-062037 for the purpose of <br />funding a teen center coordinator position, which shall be <br />jointly funded by the City and Albemarle County. This <br />appropriation is conditioned upon approval by the Albemarle <br />County Board of Supervisors of the County's share of the cost <br />of this position through fiscal year 1992-93. <br /> <br />PUBLIC HEARING: <br /> <br />ORDINANCE <br /> <br />UNIVERSITY CORNER ASSESSMENTS <br /> <br /> Mr. Robert Mincers of Mincer's on the Corner, thanked <br />Council for the Corner renovations. <br /> <br /> Mr. Fran Lawrence, representing a property owner on <br />University Avenue, expressed concern that the assessment <br />listed in the ordinance appeared higher than the original <br />advertisement. Mr. Lawrence stated that he would meet with <br />staff prior to the second reading to discuss the matter. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> The ordinance entitled "AN ORDINANCE AFFIRMING THE <br />CREATION OF A SPECIAL ASSESSMENT DISTRICT PURSUANT TO <br />VIRGINIA CODE SECTION !5.11-239~ et seq., ESTABLISHING THE <br />PORTION OF PROJECT COSTS TO BE LEVIEDiAS AN ASSESSMENT ON THE <br />PROPERTIES IN SUCH DISTRICT; RECITING'THE FINDINGS OF CITY <br />COUNCIL IN REGARD TO THE BENEFITS ACCRUING TO PROPERTIES <br />WITHIN SAID DISTRICT; ESTABLISHING THE AMOUNT OF THE <br />ASSESSMENT TO BE LEVIED ON EACH SUCH PROPERTY; LEVYING SAID <br />ASSESSMENTS AND PROVIDING FOR THE TIME, MANNER AND TERMS OF <br />THE COLLECTION THEREOF" was offered and carried over to the <br />next meeting for consideration. <br /> <br />REQUEST: DOGWOOD FESTIVAL <br /> <br /> Mr. Wyatt Owens, President of the Dogwood Festival, <br />requested a waiver of all licenses and fees for the Dogwood <br />Festival which is scheduled for April 13th through 25th. Mr. <br />Owens noted that the Omni Hotel will be used as the Festival <br />headquarters and two special events will be held there. Mr. <br />Owens also stated that the 1993 Dogwood Festival will be <br />dedicated to the late Darden Towe. <br /> <br /> Mr. Toscano suggested that Dogwood Festival look into <br />the construction schedule for the Water Street parking garage <br />to assure that the street will not be under construction <br />during the parade. <br /> <br />On motion by Mr. Toscano, seconded by Rev.
