259 <br /> <br />resolution waiving certain licenses and fees for the Dogwood <br />Festival was unanimously approved. <br /> <br /> WHEREAS, the 44th annual Dogwood Festival will take <br />place from April 13 - 25,' 1993; and <br /> <br /> WHEREAS~ it has been requested that Council waive <br />certain license tax and other requirements applicable to the <br />Dogwood Festival, for the duration of the Festival; and <br /> <br /> WHEREAS, City Council is willing to support this request <br />to the extent set forth below; now, therefore, <br /> <br /> BE IT RESOLVED that the following fees and requirements <br />are waived for the Dogwood Festival: <br /> <br />The carnival business license tax imposed by City <br />Code S. 14-55(2) ($550/day); <br /> <br />The tent erection fee imposed by City Code S. 5-57 <br />($1o); <br /> <br />3. The zoning inspection. <br /> <br />Fees for inspection of amusement rides associated <br />with festival. <br /> <br /> BE IT FURTHER RESOLVED by the Council that the following <br />matters, to the extent applicable, are not.~aived: <br /> <br />Peddler's license and fee imposed by City Code <br />S. 14-49(d) ($50). <br /> <br />Policing deposit for carnival imposed by City Code <br />S. 3-2 ($50/day). ~ <br /> <br />Vendor regulations in accordance with'City Code <br />S. 28-111, et seq., provided, however, that vendors <br />shall be allowed to operate until 11:00 p.m. for <br />the duration of the festival. <br /> <br />Liability'insurance in the amount of at least <br />$1,000,000 with certificate of insurance naming <br />City as an additional insured. <br /> <br />Permit for fireworks display approved by Fire <br />Department. <br /> <br />Inspection of amusement rides. <br /> <br />PRESENTATION: CHARLOTTESVILLE POLICE OFFICERS ASSOCIATION <br /> <br /> Officer Melvin Bishop explained that the goal of the <br />Charlottesville Police Officers Association (CPOA) is to <br />achieve better working conditions, better retirement and to <br />keep open lines of communication. <br /> <br /> Detective Robert Frazier, President of the CPOA, <br />reviewed the proposal and justification for increasing <br />salaries, amending khe retirement plan and adding career <br />development opportunities for police officers. Detective <br />Frazier noted that police officers have increased their <br />responsibilities, especially with regard to community <br />policing. <br /> <br /> Officer Mitchell stated that Charlottesville police <br />officers' salaries are low compared with the median family <br />income and housing prices in Charlottesville. <br /> <br /> Officer Farrugio listed requirements that make police <br />officers different from other City employees, including: <br />having to wear bullet-proof vests, working holidays, working <br />shifts, and constantly in danger of being shot.
