260 <br /> <br />Farrugio stated that the officers have come united to ask for <br />what is fair. <br /> <br /> Mr. Steve Deaton, Commonwealth's Attorney, supported the <br />CPOA proposals, noting that police officers are different <br />from other employees and career development is very <br />important. <br /> <br /> Mr. Toscano questioned whether Mr. Deaton was suggesting <br />that the police should have a separate pay plan and <br />retirement plan from other City employees. <br /> <br /> Mr. Deaton replied that he felt the salary scale, <br />retirement plan and career development opportunities should <br />be different and separate for police officers. <br /> <br /> Officer Bob Romanac, the School Resource Officer at <br />Charlottesville High School, stated that police officers have <br />additional health concerns and cannot afford to retire under <br />the current retirement plan. Officer Romanac stated that he <br />supported the union. Officer Romanac added that the job of <br />a police officer is getting tougher and they are under more <br />stress. <br /> <br /> Officer Williams read a letter recently submitted to the <br />Daily Progress praising police officers. <br /> <br /> Mr. Toscano requested the following information: 1) the <br />number of officers in the City versus Albemarle County; 2) <br />whether any thought has been given to taking police and fire <br />personnel out of the current retirement plan and having a <br />separate plan for them, and if so, what would the cost be; <br />and 3) how many officers live in Charlottesville. Mr. <br />Toscano recommended that the police be involved in exploring <br />issues further such as community policing. Mr. Toscano noted <br />that in addition to the request to increase police salaries <br />and benefits, a proposal has been made to increase the number <br />of police officers, adding that either proposal would be very <br />expensive. <br /> <br /> Rev. Edwards asked the police officers to give <br />suggestions as to how Council can help police with regard to <br />the drug situation. <br /> <br /> Mr. Vandever thanked the CPOA for their presentation, <br /> expressed appreciation fOr their attitude of cooperation, and <br /> invited them to send a representative to the upcoming budget <br /> meetings. <br /> <br />APPROPRIATION: $300,000 - REPROGRAMMING FOR HOUSING OPPORTUNITIES <br />PARTNERSHIP PROGRAM <br /> <br /> Mr. Hendrix explained that this was a reprogramming of <br />Community Development Block Grant funds for the Housing <br />Opportunities Partnership Program (HOP) to be administered by <br />the Charlottesville Development Group. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Toscano, the <br />$300,000 reprogramming for the Housing Opportunities <br />Partnership Program was offered and carried over to the next <br />meeting for consideration. <br /> <br />RESOLUTION: AMENDING SPECIAL PERMIT FOR JABA ADULT DAY CARE <br />CENTER AT 1512 E. MARKET ST. TO EXTEND HOURS OF OPERATION <br /> <br /> Mr. Hendrix explained that the special permit for <br />JABA's Adult Day Care Center had been redrafted with limits <br />set by Council and a copy of the original permit had been <br />sent to Council. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Vandever, the <br />resolution amending the special permit for JABA Adult Day <br />Care Center at 1512 E. Market St. to extend hours of <br /> <br /> <br />
