ORDINANCE: "AN ORDINANCE AFFIRMINGTHE CREATION OF <br /> A SPECIAL ASSESSMENT DISTRICT PURSUANT TO VIRGINIA <br /> CODE SECTION ~15.1~2.39, et se_~., ESTABLISHING THE <br /> PORTION OF PROJECT COST~ TO B~ LEVIED AS AN ASSESS- <br /> MENT OF THE PROPERTIES IN SUCH DISTRICT; RECITING <br /> THE FINDINGS OF CITY COUNCIL IN REGARD TO THE <br /> BENEFITS ACCRUING TO PROPERTIES WITHIN SAID <br /> DISTRICT; ESTABLISHING THE AMOUNT OF THE ASSESSMENT <br /> TO BE LEVIED ON EACH SUCH PROPERTY; LEVYING SAID <br /> ASSESSMENTS AND PROVIDING FOR THE TIME, MANNER AND <br /> TERMS OF THE COLLECTION THEREOF" (2nd reading) <br /> <br />REQUEST: MONTICELLO AREA COMMUNITY ACTION AGENCY - FUNDING FOR <br />YMCA PROPERTY <br /> <br /> Mr. Hendrix stated that staff have not fully evaluated <br /> the request from MACAA and will be unable to do so until <br /> further information is received. <br /> <br /> Mr. Ken Ackerman, Director of Monticello Area Community <br />Action Agency (MACAA), explained that MACAA is interested in <br />acquiring the YMCA property-in order to consolidate the <br />majority of its services at one site and to add more <br />Headstart classrooms with no increase in rental cost, and to <br />reduce long-terms costs by owning rather than renting. Mr. <br />Ackerman requested a grant of $100,000 from the City to <br />assist with renovations to the site and to support compliance <br />with the American Disabilities Act and $144,085 which would <br />be either escrowed by annual drawdowns against interest <br />costs~ with earnings payable to the City or used to reduce <br />initial borrowing requirements, with an amount computed for <br />comparable earnings under the escrow arrangement to be <br />provided as a rebate to the City. Mr. Ackerman also <br />requested that the property be exempt from property taxes. <br />Mr. Ackerman listed the following as justification for the <br />request: the value of the services provided by MACAA are <br />estimated at $1.1 million for FY 93; over 850 City residents <br />are served on an annual basis; free facilities are provided <br />to MACAA by Fluvanna and Nelson counties, but not by the City <br />or Albemarle County; the YMCA property has.not been properly <br />maintained and MACAA will remedy this situation; and the City <br />funds will leverage other funds. <br /> <br /> Responding to questions from Mr. Toscano, Mr. Ackerman <br />stated that Albemarle County will be asked for approximately <br />$200~000 toward the purchase~ the taxes would be <br />approximately $11,000 per year, based on an assessment of <br />$1.1 million; and borrowing money over a 30 year period had <br />been considered but not recommended, adding that extending <br />the loan would probably not reduce the amount requested from <br />the City. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. <br />Ackerman stated that MACAA currently pays $73,000 per year in <br />rent and $60,000 of that amount would be available to put <br />toward the new property. <br /> <br /> Consideration of the matter was deferred until further <br />information was received .by staff. <br /> <br />REPORT: RENOVATIONS TO CARVER RECREATION CENTER <br /> <br /> <br />
