Daugherty reported that a meeting had been held on <br />January 26th which included Johnson PTO representatives, <br />staff from Parks and Recreation and the City Manager's <br />office, the architect for the project, a representative from <br />JABA's senior lunch program, and herself and Mr. Toscano and <br />the discussion centered on what the consequences would be if <br />the renovations.~to Carver Recreation Center were delayed. <br />Ms. Daugherty stated that it was the consensus of the group <br />to 1) postpone the renovations until fall of 1993; resume <br />limited Parks and Recreation programming at the site; do <br />summer youth activities as planned; relocate the senior lunch <br />program back 'into Carver now~and then into Jefferson School <br />during the renovation~ and use an additional classroom for <br />tutoring. ZMs. Daugherty recommended that the Parks and <br />Recreation staff study the impacts of doing the renovations <br />in the fall. <br /> <br /> Ms. Priscilla Whiting asked Council not to delay the <br />renovations to Carver since the complaints of the PTO have <br />been addressed. <br /> <br /> Rev. Edwards expressed concern that no senior lunch <br />program participants were involved in the meeting on January <br />26th. <br /> <br /> Ms. Anne McFadden, site coordinator for the senior lunch <br />program stated that she felt it was unfair to make a decision <br />without the input of senior lunch program participants. <br /> <br /> Ms. Slaughter suggested that the issue be discussed <br />again with the program participants. <br /> <br /> Mr. Toscano noted that JABA was asked to bring <br />interested people to the meeting and Ms. Felicia Williams, a <br />member of JABA staff, attended. Mr. Toscano stated that the <br />primary concern at the meeting was fairness to the seniors. <br /> <br /> Mr. John Santoski, Johnson PTO President, stated that <br /> parents feel very strongly that the renovations should be <br /> delayed. <br /> <br /> Rev. Edwards expressed concern that the parents appear <br /> unwilling to compromise. <br /> <br />REPORT: DRUG INITIATIVES <br /> DRUG ADVISORY BOARD <br /> <br /> Ms. Mary Jane King, Chair of the Drug Advisory Board, <br /> made the following recommendations: Police - add 8-10 police <br /> officers; clearly articulate and support the concept of <br /> community policing; install video equipment for use in DUI <br /> arrests and computers in every police'car to increase <br /> efficiency of officers; hire an African-American police <br /> administrator and actively recruit female officers; School <br />- assure maximum protection for students in school buildings <br />and on school grounds; increase the number of African- <br />American teachers and administrators in the public schools; <br />train all school personnel to work with a diverse student <br />body~ Recreation - continually evaluate youth programs <br />including Boys and Girls Club and other contracted services; <br />Housing - implement a case management approach to meeting the <br />needs of public housing residents; explore with owners/ <br />managers of privately owned housing a program similar to <br />provide appropriate city services to residents; address the <br />environmental risk factors by implementing the city's plan to <br />evaluate and clean up high-risk neighborhoods; Council - <br />explore methods of increasing communication between~ city <br />government and community groups; devise a way to solicit <br />input from front-line city employees to get ideas from those <br />most directly involved with the city's drug problem; ask <br />every city department to develop at least one goal each year <br />which addresses the drug problem from that department's <br />perspective; re-examine the viability of an enforceable <br /> <br /> <br />
