Ms. King also <br />recommended that the Drug Advisory Board membership be <br />expanded. <br /> <br /> Responding to a question from Mr. TOscano, Ms. King <br />stated that treatment issues have been discussed but no <br />specific recommendations regarding treatment are being made <br />at this time. <br /> <br /> Mr. Vandever stated that~a group of city employees and <br />himself have met to discuss the drug issue and to recommend a <br />comprehensive anti-drug strategy for the community. <br />Recommendations included: take a-pro-active approach to <br />dealing with the issue~ remove the sanctuary to reclaim <br />neighborhoods~ transfer two officers into the narcotics unit <br />and add overtime money; create a tactical mobile unit of 8 <br />officers~ add a separate phone number for calls regarding <br />drug concerns; create a collaborative assessment team to <br />focus on bringing necessary resources to a. community <br />identified as providing sanctuary for drug activities; <br />clean-up of neighborhoods by public works; creation of an <br />emergency assistance fund to address building code <br />violations; additional street lighting; charge the Drug <br />Advisory Board with monitoring and, to some extent, directing <br />the operation of the collaborative assessment team and <br />serving as the main oversight body for the anti-drug <br />initiatives of the city. <br /> <br /> Ms. Slaughter stated that she felt it was important for <br /> the neighborhoods to be a partner with the City in the anti- <br /> drug efforts and she felt~the neighborhoods should be looked <br /> to to help define their needs. <br /> <br /> Mr. Charles Alexander, a member of Neighbors Against <br /> Drug Activity (NADA), expressed concern that the proposal <br /> outlined by Mr. Vandever included a lot of law enforcement, <br /> with no emphasis on people or prevention. Mr. Alexander <br /> stated that he felt treatment programs need to be <br /> re-evaluated and treatment and job training should be focused <br /> on. Mr. Alexander recommended that the city and area <br /> residents put together a vision for young people before <br /> summer. Mr. Alexander invited Councilors to join NADA in the <br /> weekly anti-drug marches through the neighborhoods. <br /> <br /> Ms. Slaughter stated that she felt a work session should <br /> be held to further discuss the issue, adding that she felt <br /> job training, the possibility of a youth conservation corp <br /> and treatment and prevention needed to be looked at as well. <br /> <br /> Mr. Bob Frazier, President of the Charlottesville Police <br /> Officers Association, stated that he felt it was important to <br /> maintain the school resource officer at Charlottesville High <br /> School and felt adding five full time resource officers at <br /> other schools would be beneficial. <br /> <br /> It was agreed that a work session would be held on <br />February 18th. <br /> <br /> Ms. Nancy Damon suggested that the work session be held <br />out in the community. <br /> <br />REPORT: BUDGET CALENDAR <br /> <br />Dates for upcoming budget work sessions were set. <br /> <br />RESOLUTION: APPROVING SPECIAL PERMIT FOR AIDS SUPPORT GROUP~ HOME <br />ON SHAMROCK ROAD <br /> <br /> Mr. Satyendra Huja, Director of Community Development, <br />stated that the Planning Commission recommended approval of <br />the special permit for the following reasons: 1) The <br />proposed use is in harmony with the Land Use Plan of the <br /> <br /> <br />
