285 <br /> <br />front parking spaces would be more attractive, and it was <br />felt that handicapped parking should be closer to the <br />entrance. <br /> <br /> Ms. Slaughter stated that she supported a buffer and <br />landscaping on the front of the property. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the <br />resolution approving a special permit for Foods of All <br />Nations was unanimously approved by Council. <br /> <br /> WHEREAS, Ivy Square Land Trust, owner of property known <br />as 2121 Ivy Road, and The MCL Corporation, the business owner <br />of "Foods of All Nations," have requested a special use <br />permit to expand the existing Foods of All Nations retail <br />store; this property being further identified on City Real <br />Property Tax Map #7 as parcel 1, having approximately 200 <br />feet of frontage on Ivy Road, and containing approximately <br />62,890 square feet of land, or 1.44 acres; and <br /> <br /> WHEREAS, following a public hearing before this Council, <br />duly advertised and held on March 1, 1993, and a public <br />hearing before the Planning Commission, duly advertised and <br />held on February 9, 1993, this Council finds that such use <br />will conform to the criteria applicable to special permits <br />generally under Chapter 34 of the City Code; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that a special use permit is hereby <br />granted to Ivy Square Land Trust and The MCL Corporation to <br />expand the existing Foods of All Nations retail store from <br />approximately 12,000 square feet to approximately 19,760 <br />square feet. <br /> <br /> The approval of this special use permit is conditioned <br />upon administrative approval of the final site plan, which <br />shall include the following: <br /> <br /> (a) Storm water run-off calculations and measures to <br />determine if detention is needed, along with roof drain <br />connection details; <br /> (b) Location, height and type of all existing <br />vegetation including frontage landscaping for the store and <br />shopping center; <br /> (c) Tree cover calculations for trees being saved and <br />for proposed trees over five feet (5') in height, to at least <br />meet a ten year cover of 10%; <br /> (d) Proposed landscaping along the frontage which <br />reflects coordination with the landscape firm doing the <br />overall plan for the Ivy Road Corridor; <br /> (e) Soil erosion/sediment control measures as may be <br />needed or required by the'Zoning Inspector during <br />construction; <br /> (f) Radius at entrance to be at least as required by <br />the code or greater; and <br /> (g) No parking be allowed in the front setback. <br /> <br />PUBLIC HEARING: SPECIAL PERMIT.TO INCREASE NUMBER OF PARTICIPANTS <br />RESOLUTION: AT ADULT CARE CENTER AT 1512 EAST MARKET STREET <br /> <br /> Mr. Huja stated that the special permit would increase <br />the number of adult care patients from 30 to 40 but would <br />maintain the operating hours of 7:30 a.m. to 5:30 p.m. on <br />weekdays. Mr. Huja stated that the Planning Commission had <br />recommended approval of the special permit. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, the <br />resolution approving a special permit to increase the number <br />of participants at the Adult Care Center at 1512 East Market <br />Street was unanimously approved by Council. <br /> <br /> WHEREAS, the Jefferson Area Board 'for the Aging (JABA) <br />has requested an amendment to the special Use permit granted <br /> <br /> <br />
