300 <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that a special use permit is hereby <br />granted to Allied Realty Company for an amusement arcade with <br />video games and up to four pool tables at the McIntire Sports <br />Center. <br /> <br /> The approval of this special use permit is conditioned <br />upon the following: <br /> <br /> 1. Approval of the site plan amendment with the <br /> addition of adequate bicycle storage facilities in accordance <br /> with the City Code. <br /> 2. The owners will be responsible for providing <br /> security inside and outside of the building and the parking <br /> lot, by providing video monitoring inside and outside the <br /> building and the parking lot, and staff monitoring of the <br /> outside and parking lot every half hour. <br /> 3. No minors under the age of 18 years will be allowed <br /> in the center during school hours, unless involved in an <br /> activity sponsored by the school. No children under the age <br /> of 18 years may use the sports center facilities after 11:00 <br /> p.m. <br /> <br />RESOLUTION: REQUESTING SUPPORT FROM VDOT FOR CONSTRUCTION OF <br />ACCESS STREET TO NATIONAL OPTRONICS <br /> <br /> Mr. Hendrix explained that the resolution would request <br />state funding for construction of the access road to National <br />Optronics on the CSX property. <br /> <br /> Ms. Slaughter questioned whether the City would have any <br />control over the design of the roadway and Mr. George Ray, <br />Director of Economic Development, stated that the design <br />would be approved by the Planning Commission and <br />Charlottesville Industrial Development Authority following <br />a public hearing. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Ray <br />stated that the City is being asked to abandon the existing <br />paper street and make sufficient land available to build the <br />roadway. <br /> <br /> Mr. Toscano stated that he did not want to bind the City <br />to a project that may be a problem later on, or in which <br />money needed to be spent in the future. <br /> <br /> Mr. Ray replied that the City would not be financially <br />responsible. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />the resolution requesting support from the Virginia <br />Department of Transportation for construction of an access <br />street to National Optronics was unanimously approved by <br />Council. <br /> <br /> WHEREAS, National Optronics, Inc. has entered into a <br />contract to purchase property located in the City of <br />Charlottesville, Virginia and has entered into a firm <br />contract to construct .its facilities on that property for the <br />purpose of producing eyeglass manufacturing and lens grinding <br />machinery; and <br /> <br /> WHEREAS, this new facility is expected to involve a new <br />private caPital investment in land, building, and <br />manufacturing equipment of approximately $1,333,000 and <br />National Optronics, Inc. is expected to employ up to 75 <br />persons at this facility; and <br /> <br /> WHEREAS, the property on which this facility will be <br />located has no access to a public street or highway and <br />requires the construction of a new roadway which would <br />connect to Avon Street (Route 20); and <br /> <br /> <br />
