302 <br /> <br /> Ms. Slaughter stated that she felt it might be <br />appropriate for the school system to provide administrative <br />help for the .CLASS program request. <br /> <br /> Mr. Hendrix reviewed the proposed pay plan. A survey <br />showed that City salaries are an average 5% behind the <br />market. The pay plan would provide pay for performance and <br />proportionately higher raised to lower paid employees. The <br />proposal would provide flexibility in the amount given for <br />pay for performance, between 0% and 8%, 4% of the total <br />payroll. Mr. Hendrix stated that the pay plan reduces the <br />number of job classifications. Mr. Hendrix added that a new <br />evaluation system is being worked on and the current <br />evaluation system is proposed to be used as a basis for <br />granting pay increases. Mr. Hendrix noted that employees <br />will be involved in development of the new evaluation system. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. Bruce <br />Keith~ Director of Human Resources, stated that the <br />categories were arrived at by using a point identification <br />system and the position of the job within the pay structure. <br /> <br /> Ms. Daugherty asked what cost was associated with the <br />new pay plan and Ms. Peacock replied that $60,000 was needed <br />to implement the plan to bring employees up to the A-step of <br />their range. Mr. Hendrix noted that most of the $60,000 was <br />a result of the salary survey. <br /> <br /> Ms. Slaughter asked what the market was for purposes of <br />the survey and Mr. Keith replied that three surveys were <br />done: 1) other local governments of similar size in the <br />state; 2) the City participated in a local salary survey; and <br />3) the City participated in a survey of all localities in the <br />state. Mr. Keith noted that all three surveys revealed <br />similar results. <br /> <br /> Mr. Toscano questioned whether benefits had been <br />factored into the survey and Mr. Keith replied that the <br />City's benefits were found to be competitive except in the <br />area of disability insurance which the City does not offer. <br /> <br /> Mr. Hendrix noted that a bonus provision and rewards for <br />team efforts was being developed for FY 94/95. <br /> <br /> Ms. Daugherty questioned where the proposed pay plan had <br />come from and Mr. Keith replied that it was mostly a private <br />sector plan but the public sector has begun moving in that <br />direction. <br /> <br /> Mr. Vandever suggested that the Council could grant a <br />graduated across the board increase. <br /> <br /> Mr. Hendrix stated that management level employees have <br />been two years without a salary increase and he felt any <br />graduated increase would be unfair. <br /> <br /> Mr. Vandever stated that in principal he liked the pay <br />plan and what it is trying to accomplish but noted that he <br />has heard apprehension regarding the current evaluation plan <br />and suggested that an across the board increase could be made <br />this year until a new evaluation plan is developed. Mr. <br />Vandever expressed concern with some classifications, <br />particularly the classification of the Director of Public <br />Works. <br /> <br /> Mr. Keith stated that one objective of the pay plan was <br />to keep anyone from taking a loss and noted that the Director <br />of Public Works is in charge of one-third of all City <br />employees. <br /> <br /> Mro Toscano expressed concern about Council getting into <br />specifics of the classifications and felt that if Council <br />agreed with the philosophy of the plan then they should defer <br /> <br /> <br />
