Noes: Mr. Cox, Ms. Slaughter. <br /> <br /> The ordinances entitled "AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 34-567 OF ARTICLE XVIII OF CHAPTER 34 OF THE CHARLOTTESVILLE <br />CITY CODE, 1990, AS AMENDED, RELATING TO PROPERTIES PROTECTED IN <br />THE ARCHITECTURAL DESIGN CONTROL DISTRICTS,'' "AN ORDINANCE <br />AMENDING AND REENACTING THE DISTRICT MAP INCORPORATED IN <br />SECTION 34-15 OF THE ZONING ORDINA2qCE OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, BY ADDING A FOURTH MAJOR <br />ARCHITECTURAL DESIGN CONTROL DISTRICT, DISTRICT D, KNOWN AS THE <br />WEST MAIN STREET ARCHITECTURAL DESIGN CONTROL DISTRICT, AND "AN <br />ORDINANCE AMENDING AND REORDAINING SECTION 34-569 OF ARTICLE <br />XVIII OF CHAPTER 34 OF THE CHARLOTTESVILLE CITY CODE, 1990, AS <br />AMENDED, RELATED TO COMPOSITION OF THE BOARD OF ARCHITECTURAL <br />REVIEW," which were offered at the January 6th meeting, were approved by the following <br />vote. Ayes: Mr. Cox, Ms, Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. Noes: <br />None. <br /> <br /> Mr. O'Connell asked Council for the authority to hire a consukant to update the design <br />control guidelines. <br /> <br /> Mr~ Cox made a motion to authority the hiring of a consultant, and Ms. Slaughter <br />seconded the motion. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Huja said that the technical work by a <br />consultant would cost between $5,000 and $7,500. <br /> <br /> Council unanimously authorized hiring of a consultant to update the design control <br />guidelines for West Main Street. <br /> <br />STAFF REPORT: CITY AS A PARK <br /> <br /> Ms. Judy Mueller, Director of Public Works, said that the concept "City as a Park" is <br />an effort to enhance the park-like atmosphere throughout the City. <br /> <br /> Ms. Kay- Frazier, Parks Manager, presented slides showing small parks and flower beds <br />throughout the City. <br /> <br />RESOLUTION: AUTHORIZING APPLICATION FOR ISTEA GRANT <br /> <br /> Mr. O'Connell explained that the resolution has been changed to reflect a scaled down <br />version of the extension of the Greenbelt Trail, to include expansion on the City side of the <br />river and eliminating the bridge. Mr. O'Connell said that undergrounding has to be related to <br />another ISTEA project in order to qualify for ISTEA funds. <br /> <br /> Mr. Huja said that two current ISTEA projects, Rugby Road bike lanes and the Union <br />Station, would be eligible for funding for undergrounding, but said that the City would be <br />unlikely to receive two grants in one year. <br /> <br /> Mr. Toscano asked why the resolution called for the City to pay 40% of the cost of <br />maintenance on the County side of the trail, and Mr. Huja said he understands that the <br />property is considered part ofDarden Towe Park, for which the City shares maintenance <br />responsibility. <br /> <br />Ms. Slaughter asked that staff clarify the issue of maintenance. <br /> <br /> The resolution authorizing application for ISTEA funds for the modified extension of <br />the Greenbelt Trail was unanimously approved by Council. <br /> <br /> <br />
