237 <br /> <br /> Ms. Richards suggested that the recommended composition of the BAR be changed to <br />designate at least one resident, at least one commercial proPerty owner, and one of either of <br />these categories. <br /> <br /> Ms. Daugherty said she feels Ms. Richards' suggestion would give more flexibility and <br />made a motion to approve the Section with that change. Ms. Richards seconded the motion. <br /> <br /> Mr. Cox noted that the Ridge Street district is approximately 90% residential and such <br />a change might skew the membership toward business interests. Mr. Cox also expressed <br />concern with the addition of the licensed contractor on the Board. <br /> <br /> Section 34-569 of the zoning ordinance was offered and carded over to the next <br />meeting for consideration. <br /> <br /> Mr. Huja explained that Sections 34-576 will require a structural evaluation and cost <br />estimates prior to demolition approval. <br /> <br /> Ms. Daugherty suggested that the ordinance be broadened to allow the BAR to waive <br />the structural evaluation. <br /> <br /> Mr. Toscano said his only concern with Ms. Daugherty's suggestion is that, as written, <br />it may be difficuk for the BAR. to waive the requirement given the criteria, and suggested that <br />language be added to allow the BAR to waive the requirements unless the building is <br />culturally or historically significant. <br /> <br /> Mr. Toscano made a motion to amend the ordinance to say that the BAR may request a <br />structural evaluation. <br /> <br />Mr. Toscano's amendment died for lack of a second. <br /> <br /> Mr. Cox made a motion to approve the ordinance as recommended by Ms. Daugherty, <br />Ms. Daugherty seconded the motion and the ordinance was offered and carried over to the <br />next meeting for consideration. <br /> <br />Mr. Huja explained that Section 34-578 deals with notice requirements for demolition. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the amendment was offered <br />and carried over to the next meeting for consideration. <br /> <br /> Ms. Slaughter said that as a matter of policy, she would like demolition notice to be <br />given to adjacent neighborhood representatives, anyone who has asked to be given written <br />notice, and preservation groups. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Cox asked if any citizens 1Mng on Airport Road will be involved in the design of <br />the improvements proposed to be made with the ISTEA funding. <br /> <br /> Mr. Bryan Elliott, Airport Manager, said that the Airport Authority will follow all <br />Department of Transportation specifications for public involvement. <br /> <br /> Mr. Cox said that Airport Road is an important road since it gives many visitors their <br />first impression of the community, and he hopes an effort will be made to involve others in <br />the design. <br /> <br /> Responding to a question from Ms. Daugherty, Ms. Kate Gaston explained that the <br />Win-Win Communications grant will be used to get information to the community as well as <br />get information from youth in the community. <br /> <br /> <br />
