Absent: Ms. Richards and Mr. Toscano. <br /> <br /> Ms. Linda Peacock, Assistant City Manager, presented a revenue summary: a 4% <br />increase in revenues is anticipated; an additional $197,000 from real estate tax over what is <br />budgeted is expected; interest income is not budgeted because of its volatility, but is available <br />for the capital budget or general fund; and some adjustment in state funds could be made later <br />in the month. <br /> <br /> Mr. O'Connell reviewed the budget expenditures: a $632,000 increase for schools; <br />funds for a 3 1/2 % performance pay pool; funds for a pay study (to be done in conjunction <br />with a study of non-teaching personnel in the schools); a public information/community <br />relations position; tra/ning position; housing inspector, 1 1/2 Parks employees, two <br />firefighters; and 2 police officers. <br /> <br /> Ms. Slaughter asked about the impact of target rates on the pay plan, and Mr. <br />O'Connell said that it creates some concern for longer term employees, but allows new <br />employees to progress at a faster rate. Mr. O'Connell noted that a career development <br />program is available for public safety personnel. <br /> <br /> Mr. Cox expressed concern that African-3anericans are not progressing in the Police <br />and Fire Departments. <br /> <br /> Mr. O'Connell said that tuition reimbursement and training programs are available in <br />public safety. <br /> <br /> Mr. Cox said he would like to know if African-Americans have benefited from the <br />program, and the percentage of African-Americans in the Police and Fire Departments. <br /> <br /> <br />
