277 <br /> <br />the records of receipts of expenditures granted the City may be subject to audit by the <br />DEPARTMENT and by the State Auditor of Public Accounts, and that funds granted to the <br />City for defraying the expenses of the City be used only for such purposes as authorized in <br />the Code of Virginia. <br /> <br />RESOLUTION: Authorizing application for Transit Internship Grant - $18,469 <br /> <br /> BE IT RESOLVED by the Charlottesville City Council that the Transit Manager is <br />authorized, for and on behalf of the City of Charlottesville, hereafter referred to as the CITY, <br />to execute and file an application to the Department of Rail and Public Transportation, <br />Commonwealth of Virginia, hereafter referred to as the DEPARTMENT, for a grant of <br />financial assistance in the amount of $18,469 to defray the costs borne by the CITY for <br />Apprenticeship Program and to accept from the DEPARTMENT grants in such amounts as <br />may be awarded, and to authorize the Transit Manager to furnish to the DEPARTMENT <br />such documents and other information as may be required for processing the grant request. <br />The City certifies that the funds shall be used in accordance with the requirements of Section <br />58.1-638.A. 4 of the Code of Virginia, that the City will provide funds in the amount of $972 <br />which will be used to match the state funds in the ratio as required in such Act, that the <br />records of receipts of expenditures granted the City maybe subject to audit by the <br />DEPARTMENT and by the State Auditor of Public Accounts, and that funds granted to the <br />City for defraying the expenses of the City be used only for such purposes as authorized in <br />the Code of Virginia. <br /> <br />e. RESOLUTION: Proclaiming CDBGWeek <br /> <br /> WHEREAS, the week of March 24 - March 30 has been designated as National <br />Community Development Week; and <br /> <br /> WHEREAS, the City of Charlottesville is a participant in the Community Development <br />Block Grant (CDBG) Program which funds a myriad of physical programs such as sidewalk <br />improvements, drainage improvements, handicapped access improvements, street <br />improvements, and housing programs, including the Homeowner Rehabilitation Program, the <br />Weatherization Program, the Downpayment and Closing Cost Assistance Program and the <br />Housing Opportunities Partnership Program (HOP); and <br /> <br /> WHEREAS, the City, through the CDBG Program, fi_mds economic development <br />programs such as the Economic Development Loan Program; and social service programs <br />such as Clark School's Science, Technology and Match Outreach Program, the Alternative <br />Education's Project Opportunity, the AIDS Support Group's HIV Supportive Services <br />Initiative, Teensight's Primary Teen Pregnancy Prevention Program, Ridge Street's Youth <br />Landscape Cooperative and Piedmont Virginia Community College's West Main Street <br />Center; and <br /> <br /> WHEREAS, the City of Charlottesville has six CDBG Target Neighborhoods. Four of <br />these, Starr Hill, Fifeville, Tenth and Page, and Belmont have been the focus ora <br />comprehensive revitalization; and <br /> <br /> WHEREAS, in Charlottesville and in communities throughout the nation, over twenty <br />years of Community Development Block Grant funding have developed a strong working <br />network of relationships between our local government, residents of CDBG target <br />neighborhoods, and the many non-profit agencies that provide services and help make <br />possible our commitment to those neighborhoods; and <br /> <br /> WHEREAS, the City of Charlottesville recognizes that the Community Development <br />Block Grant Program is a partnership of federal and local governments as well as non-profit <br />and community efforts, and the services funded by the CDBG Program rely heavily on the <br />dedication and goodwill of our combined efforts; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that during National Community <br />Development Week 1997, the City of Charlottesville will give special thanks and recognition <br /> <br /> <br />
