278 <br /> <br />to all participants whose hard work and devotion to the neighborhoods and their low <br />moderate income residents help insure the quality and effectiveness of the Community <br />Development Block Grant Program; <br /> <br /> BE IT FURTHER RESOLVED that the City of Charlottesville hereby joins the <br />service providers and others in petitioning the U. S. Congress and administration to recognize <br />the outstanding work being done locally and nationally by the Community Development <br />Block Grant Program, and its vital importance to the community and to the people who live <br />in its low income neighborhoods; and <br /> <br /> BE IT FURTHER RESOLVED that copies of this proclamation be conveyed to the <br />appropriate elected and appointed officials in the government and that this cormnunity's name <br />and the names of its nonprofit service providers be added to the roll of those committed to <br />the preservation and full funding of Community Development Block Grants and maintenance <br />of its essential features over the course of the next Congress. <br /> <br />f. ORDINANCE: Sale of property to Ebenezer Church (carried over) <br /> <br />REPORT: OPTIONS FOR IVY LANDFILL <br /> <br /> Mr. O'Connell explained that the Rivanna Solid Waste Authority will be making a <br />decision on options for the future of the Ivy Landfdl on March 24th and he recommended <br />that option 7A be supported which would stop landfilling municipal solid waste by the end of <br />1998, establish a low-tech transfer station at the Ivy Landfill for Western Albemarle, use a <br />transfer station, likely to be the one in Fluvanna County, for the remainder of municipal trash, <br />continue to landfill construction debris and the Ivy Landfill, and continue the current <br />recycling program at Ivy. Mr. O'Connell asked Council for a motion of support. <br /> <br /> Mr. Cox expressed concern about continued landfilling of construction debris and asked <br />if there would be a cap on the amount landfilled. Mr. Cox said he feels precise parameters <br />are needed of how to control construction debris and the capacity for that. <br /> <br /> Mr. O'Connell said staff do not feel landfilling of construction debris poses a safety risk, <br />and while there will be a cap on the amount of construction debris, it is many years down the <br />road and the exact limit is unknown. <br /> <br /> Ms, Daugherty noted that option 7A would retain the landfilling permit in case it is <br />needed in the future. <br /> <br /> Ms. Slaughter recommended that RSWA be asked to address incentives for increasing <br />recycling community wide. <br /> <br /> Mr. Toscano made a motion to recommended that the Rivanna Solid Waste Authority <br />support option 7A. Ms. Daugherty seconded the motion. <br /> <br /> Ms. Daugherty said She feels 7A is a.good option and does a lot for the neighborhood, <br />retains the permit and recycling efforts, helps private haulers, and provides space for <br />recreational activities. <br /> <br /> Mr. Cox said he will vote against the motion as he feels there are too many questions <br />not answered and no good cost estimates, <br /> <br />Ms. Slaughter said she feels the necessary data has been provided to Council. <br /> <br /> The motion to recommend option 7A was approved by the following vote. AyeS: Ms. <br />Daugherty, Ms: Slaughter, Mr. Toscano. Noes: Mr. Cox. Absent: Ms. Richards. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br /> <br />
