Mr. Herbert said that the Board will be holding a retreat to discuss its charge <br />and role, and Board members would like to have a dialogue with Council with regard to their <br />future. Mr. Herbert said that the Board is interesting in being the steering committee to <br />advise on the next phase of Mclntire Park. <br /> <br /> Ms. Julia Mahoney, 2027 Minor Road, a member of the Board of Directors and <br />volunteer for the Shelter for Help in Emergency (SHE), thanked Council for their <br />long-standing support of SHE, and asked that Council fully fund their budget request. <br /> <br />Ms. Brandy Painter, Education Coordinator for SHE, asked for full funding for SHE. <br /> <br /> Ms. Patricia Brooks, a volunteer for SHE, said that SHE provides education to victims <br />as well as a safe haven and asked for increased funding. <br /> <br /> Ms. Joan Woodfolk said she hopes that Council will keep its promise to use <br />contingency funds for the renovation of Washington Park. <br /> <br /> Ms. Martha Levering, 815 Orangedale Avenue, thanked Council for their support for <br />traffic calming in Orangedale. <br /> <br /> Mr. Nancy Hurrelbrink, 113 E. Market Street, said she support traffic calming efforts <br />and bike lanes for transportation, not just recreation Ms. Hurlbrink said she is concerned <br />about bike safety around the University and asked that bike lanes be added to both sides of <br />Jefferson Park Avenue. <br /> <br /> Mr. Bruce DeBuke asked when the Omni was given tax exempt status, and <br />recommended that zoning laws be changed to allow more persons to have home businesses <br />which would generate more revenue for the City. <br /> <br /> Mr. Jim Baber, a City residents, said he feels the City has more pressing issues to deal <br />with than designating money for Ragged Mountain which people are already using. Mr. <br />Baber expressed concern that developing hiking trails there will damage that pristine area. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br /> Ms. Richards said Council is committed to renovating Washington Park, but noted that <br />the design process is needed in order to develop plans and cost estimates. Ms. Richards said <br />she would like to talk at the next work session about whether adequate fm~ing exists for <br />traffic calming. Ms. Richards said she would also like to see another information session <br />prpovided to neighborhoods where different kinds of solutions and creative ways of <br />addressing traffic calming could be discussed. <br /> <br /> Ms. Slaughter said she feels there is a need to develop plans and cost estimates for <br />traffic calming before designating additional funding. <br /> <br /> Mr. Toscano said he agrees that a process needs to be developed regarding traffic <br />calming to further refine the list of projects and to involve neighborhood residents. <br /> <br />Ms. Daugherty agreed that traffic calming plans need to be developed. <br /> <br /> Mr. Toscano raised the issue of the impact adding personnel may have on the future of <br />the City. Mr. Toscano said that while he can support most of the positions, he has some <br />concerns about the community relations and landscape employees. Mr. Toscano also <br />expressed concern that the PVCC Neighborhood Center began as a partnership between the <br />City, PVCC and U. Va. and now is evolving into the City providing the major funding. Mr. <br />Toscano said he feels the Center needs to retain its identify as a partnership. <br /> <br /> <br />
