287 <br /> <br />ORDINANCE: ANNUAL TAXLEVY <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the ordinance entitled "AN <br />ORDINANCE TO ESTABLISH THE ANNUAL TAX LEVY ON VARIOUS CLASSES <br />OF PROPERTY FOR THE PAYMENT OF INTEREST AND RETIREMENT OF THE <br />CITY DEBT, FOR THE SUPPORT OF THE CITY GOVERNMENT AND CITY <br />SCHOOLS, AND FOR OTIqF, R PUBLIC PURPOSES" was offered and carried over to the <br />April 15th meeting for consideration. <br /> <br />APPROPRIATION: ANNUAL APPROPRIATION - FY 97-98 <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the "RESOLUTION <br />ADOPTING THE BUDGET FOR THE CITY OF CHARLOTTESVILLE FOR THE <br />FISCAL YEAR BEGINNING JULY 1, 1997, AND ENDING JUNE 30, 1998 AND <br />PROVIDING FOR THE ANNUAL APPROPRIATION OF FUNDS FOR SUCH FISCAL <br />YEAR" was offered and carried over to the April 15th meeting for consideration. <br /> <br />RESOLUTION: ACCEPTING PROPERTY FOR RAGGED MOUNTAIN HIKING <br />TRAIL <br /> <br /> Mr. Leon Churchill, Assistant City Manager, explained that the resolution would accept <br />property for parking and would sanction use of the property for development of hiking trails. <br />Mr. Churchill said that the parking would be developed using private funds, and the annual <br />operating budget of $4,800 would be shared by the City and Albemarle County. <br /> <br /> Responding to a question from Ms. Richards, Mr. Churchill said no structure is <br />proposed for the property. <br /> <br /> Mr. Clyde Gouldman, City Attorney, recommended that an agreement be drawn up that <br />clarifies the arrangement at Ragged Mountain and that the resolution be amended to refer to <br />such an agreement. <br /> <br /> Mr. Toscano asked what the rationale is for splitting the operating costs equally with <br />the County rather than on a population basis. Mr. Toscano cited this as another instance, <br />while small, where the City is bearing a disproportionate share of the cost. <br /> <br /> Mr. Churchill replied that the sharing of the operating costs are the same as that used <br />for Ivy Creek. <br /> <br />Ms. Richard said care needs to be taken not to destroy the area. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Richards, Council unanimously voted, <br />with Mr. Cox absent, to approve the resolution accepting property for Ragged MOuntain, <br />with the agreement clause added. <br /> <br /> WHEREAS, the City of Charlottesville is the owner of certain property known as the <br />Ragged Mountain Reservoir, currently being managed by the Rivanna Water and Sewer <br />Authority ("RSWA"); and <br /> <br /> WHEREAS, the City, the County of Albemarle, the RWSA, and the Ivy Creek <br />Foundation have discussed and agreed that a portion of the property surrounding the Ragged <br />Mountain Reservoir should be developed as an area for public hiking, nature observation and <br />study, and fishing ("Ragged Mountain Natural Area"); and <br /> <br /> WHEREAS, the Hedgerow Corporation is willing to donate a small parcel of property <br />adjacent to the City-owned property to provide a parking area at the base of Ragged <br />Mountain; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that the City <br />Council hereby accepts the donation of the parcel by Hedgerow CorPoration for the purpose <br /> <br /> <br />
