The City Attorney shall <br />also do what is necessary to cause the drafting and execution of a proposed agreement <br />concerning the use and maintenance of the Ragged Mountain tract by the Ivy Creek <br />Foundation. <br /> <br /> Councilors agreed that staff should discuss changing the funding formula to one based <br />on population rather than split equally. <br /> <br /> Mr. Beeker, representing the Ivy Creek Foundation, explained that the plan is to build a <br />trail around the lower lake, and to eventually build a trail around the high lake. The ultimate <br />goal is too open up the entire area, but to maintain it as a wilderness area. <br /> <br />RESOLUTION: APPROVING COMPENSATION FOR TENANT MEMBERS OF <br />CRHA <br /> <br /> Ms. Daugherty said that the Charlottesville Redevelopment and Housing Authority <br />voted to pay a stipend to the public housing resident members of the Authority. <br /> <br /> Mr. Toscano asked what other Authorities around the state pay, and noted that the <br />amount recommended is more than is received by the Planning Commission. <br /> <br /> Ms. Daugherty said that the amount varies, with some paying per meeting and some a <br />monthly amount. Ms. Daugherty said that the rationale for the payment is that low income <br />members are serving at a greater detriment than others. Ms. Daugherty added that the <br />Authority is now functioning through a number of committees as a result of work with <br />welfare reform. <br /> <br /> Ms. Richards added that resident commissioners are called all the time and serve a role <br />as ombudsmen~ <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Richards, the resolution approving <br />compensation for tenant members of CRHA was unanimously approved, with Mr. Cox <br />absent. <br /> <br /> BE IT RESOLVED by the City Council for the City of Charlottesville, Virginia that the <br />payment of compensation to the public housing tenants serving on the Charlottesville <br />Redevelopment and Housing Authority Board of Commissioners is hereby approved, <br />effective January, 1997. Such compensation may be up to $150.00 per month, and shall be <br />paid from the funds of the Authority. <br /> <br />ORDINANCE: R.EZONING CSX PARCELS FROM M-2 TO M-1 <br /> <br /> Mr~ Ron Higgins, Planner in the Department of Community Development, explained <br />that the purChaser of the CSX property had asked at the time of purchase that the property be <br />downzoned to M-1 which will allow residential use. Mr. Higgins said that the Planning <br />Commission recommended approval of the rezoning. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP <br />INCORPORATED IN SECTION 34-15 OF THE ZONING ORDINANCE OF THE CODE <br />OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, BY THE REZONING <br />OF CERTAIN PROPERTY LOCATED EAST OF 10TH STREET, S.E. AND NORTH OF <br />THE CSX TRACKS" was offered and carried over to the next meeting for consideration. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Richards asked for more information on the tire deflating device and Mr. O'Connell <br />said he will provide the information. <br /> <br /> <br />
