303 <br /> <br />NOTICE OF SPECIAL MEETBNG <br /> <br />A SPECIAL MEETING OF THE COL~qCIL WILL BE HELD ON Friday, April 18, 1997 <br />AT 8:00 a.m. IN THE Second Floor Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Discussion: Future of Charlottesville <br /> <br />Executive session as provided by Section 2.1-344(A) of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />SECOND FLOOR CONFERENCE ROOM - April 18, 1997 <br /> <br /> Council met in special session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br /> Council continued the discussion held at the housing work session with the Planning <br />Commission about ideas for increasing middle income housing. <br /> <br /> Ms. Richards said that recommendations will be forthcoming from the Neighborhood <br />Protection Task Force, including the idea of an overlay district. <br /> <br /> Ms. Slaughter said she would be interested in exploring higher density housing in the <br />central city, including mixed commercial and residential developments, and transition zones. <br /> <br /> Mr. Toscano said he feels it would be beneficial to develop a philosophical mission <br />statement concerning housing priorities, and then relate the priorities to that philosophy. <br /> <br />Ms. Slaughter said she is interested in integrating neighborhoods racially. <br /> <br /> Mr. Cox said he would like to diversify areas that have high numbers of one kind of <br />housing, such as public housing surrounded by low income housing, and feels that different <br />strategies are needed for different neighborhoods. Mr. Cox suggested offering incentives for <br />mixed use development in certain areas such as downtown. <br /> <br /> Ms. Daugherty said she feels it is also important to have a citywide housing plan as well <br />as plans for individual neighborhoods. <br /> <br /> Mr. Cox said he would favor integrating affordable housing into middle income housing <br />in single development sites. <br /> <br /> Ms. Richards said she does not think the City can afford to bring in more people who <br />need social services. <br /> Ms. Daugherty said she feels that the City is in an emergency situation and needs to <br />attract more middle income families. <br /> <br /> Ms. Slaughter suggested that the Planning Commission explore various means of <br />getting at Council's housing goals of increasing middle income housing and encouraging <br />diversity. <br /> <br /> Mr. Cox suggested exploring ways to encourage the market to look at areas for <br />redevelopment and higher density. <br /> <br /> Mr. Toscano suggested involving the development community by asking them what <br />would inspire them to build given Council's philosophies. <br /> <br /> Ms. Slaughter listed housing goals identified by Council: diversity, including economic <br />and racial; retain and increase middle income housing; neighborhood planning; look at vacant <br /> <br /> <br />
