Mr. Toscano said he thinks Council needs to focus on a mission statement, establish priorities/strategies, and then try to agree on a process (involving the Planning Conmaission, development community, and neighborhood groups). Mr. Toscano agreed to draft a process. Ms. Slaughter said she will draft a list of Council's housing goals. Ms. Richards agreed to draft an outline of a neighborhood plan. On motion by Ms. Richards; seconded by Ms. Daugherty, Council unanimously voted to meet in executive session for the purpose of consultation with legal counsel and briefings by staff members, consultants or attorneys, pertaining to probable litigation, or other specific legal matters requiring the provision of legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code. The substance of the matters to be discussed can reasonably be identified as follows: changes in the form of local government structure, and related alternatives. An executive session on this subject is also authorized by Section 15.1-945.7(D) of the Virginia Code. Council reconvened in open session and, on motion by Ms. Richards, seconded by Mr. Cox, certified, with Ms. Daugherty absent for the vote, that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. Dr. Bill Symons, Superintendent of City Schools, explained that he had initially identified student achievement, changing enrollment and efficient use of available resources as the major issues facing the school system. Dr. Symons listed major areas he intends to address: learning initiatives; preventative program for earlier stages of learning; loss of unsuccessful students; addressing disciplinary problem students; need to rethink secondary education (school to work initiatives); and changing the culture (bureaucracy) of the organization, moving to more power in the schools to solve problems (beginning with Clark Elementary School).
