3 <br /> <br />REPORT: RELOCATION OF PUBLIC ACCESS CENTER TO CATEC <br /> <br /> Mr. Robert Stroh, Chairman of the Cable Television Citizens Advisory Committee, said <br />that moving the public access center to the Charlottesville-Albemarle Technical Education <br />Center (CATEC) will provide for a larger facility, additional parldng, increased usage of the <br />studio and public access channels, and will be located in a more public location. Mr. Stroh <br />added that he hopes locating the center at CATEC will encourage Albemarle County to <br />become involved in the facility,. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. Stroh said that it is proposed that <br />CATEC students use the facility in the mornings. <br /> <br /> Ms. Daugherty said she feels having the center at CATEC will provide a great <br />opportunity for the schools. <br /> <br /> Ms. Richards said that she supports the move to CATEC and feels that users of the <br />center are aware of the need to relocate. Ms. Richards said she thinks it is incumbent on <br />government to support public access. Ms. Richards raised questions about equipment <br />maintenance, whether users will be an equal party in the agreement, whether another studio <br />will be needed in the future to meet demand, and why a County representative is Proposed <br />for the committee. <br /> <br /> Mr. Stroh said he feds Adelphia employees will continue to be called in to service <br />equipment. <br /> <br /> Mr. Clyde Gouldman, City Attorney, said that the equipment maintenance duties are <br />fairly well defined in the existing franchise agreement with Adelphia Cable. <br /> <br /> Mr. Stroh said that it may be possible to create two studios at CATEC, and explained <br />that the recommendation to involve a County representative on the Advisory Committee was <br />a way to encourage the County to become more involved in public access. <br /> <br /> Ms. Daugherty recommended that more then one public access user be included on the <br />advisory committee. <br /> <br /> Mr. Toscano suggested that if Councilors have any major issues regarding the <br />agreement to relocate public access to CATEC that they convey them to staffin the next few <br />days, and that only policy issues need to be brought back to Council. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Richards, Council unanimously <br />approved the relocation of the public access center to CATEC, subject to an agreement <br />approved by the CiG· Manager in conjunction with the City Attorney. <br /> <br />REPORT: PLANNING COMMISSION ANNUAL REPORT <br /> <br /> Mr. William Harris, Chairman of the Planning Cormnission, presented the Planning <br />Commission's Annual Report. Major focus issues of the Commission include: increasing <br />planning activities at the neighborhood level; overlay districts; transportation; zoning; West <br />Main Street; economic development; working cooperatively with Council; and working <br />cooperatively with the region on planning activities. <br /> <br /> Mr. Cox said a priority for him would be to have Planning Commission meetings <br />televised, to have the Connnission be more proactive, and to have the Commission provide <br />specificity on a plan that could be measured. <br /> <br /> Mr. Harris said that the Commission also conducts a quarterly review of progress on <br />the Comprehensive Plan and capital improvement program planning. <br /> <br /> <br />
