5 <br /> <br />two mailings had been sent to taxicab owners and one to taxicab drivers and a meeting was <br />held on March 27th to discuss the proposed changes, with approximately 35 owners/drivers. <br />Officer Palmateer noted that many of the items of discussion at the meeting dealt with issues <br />other than the proposed ordinance. <br /> <br /> l~ff. Gouldman recommended a May 1 effective date for the ordinance so that there will <br />not be a gap in registration. Mr~ Gouldman also recommended that the ordinance be changed <br />to allow the fares to be set by the City Manager or reaffirmed annually by Council. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDAINING ARTICLES I AND II OF CHAPTER <br />32 (VEHICLES FOR HIRE) RELATING TO REGISTRATION, INSPECTION AND <br />FEES FOR VEHICLES FOR HIRE," with revisions reconunended by Mr. Gouldman, was <br />offered and carried over to the next meeting for consideration, <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Richards noted that the cafe permit does not include a provision for securing the <br />furniture, and Mr. Huja said that is not required for restaurants downtown. <br /> <br /> Ms. Richards asked if there are liability issues involved in using the stop stick which will <br />be purchased with grant funds and if there is a record of successful use of such a device in <br />other communities. <br /> <br /> Sgt. Ron Roberts, Charlottesville Police Department, said that police will be present at <br />the site when a stop stick is used, and noted that it deflates tires very slowly so the safety <br />issue is minimal. Sgt. Roberts noted that State Police have stop sticks in all their vehicles. <br /> <br /> Mr. Cox asked if the rezoning of the CSX parcel would have any impact on the sales <br />price, and Mr. Gouldman said that the rezoning to M-1 would actually reduce the value of <br />the property. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the following consent agenda <br />items were unanimously approved: <br /> <br />a. APPROPRIATION: $1,400 - Highway Safety Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $1,400.00 is hereby appropriated to expenditure account 11-270-041156 for the <br />purpose of purchasing "Stop Sticks", devices which deflate the tires of fleeing suspects in <br />police pursuits. Such appropriation shall be conditioned upon receipt of $1,400.00 from the <br />Department of Motor Vehicles. <br /> <br />b. APPROPRIATION: $1,500 - Traffic Safety Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $1,500.00 is hereby appropriated to expenditure account 11-270-041155 for the <br />purpose of purchasing tint meters and accident reconstruction equipment.
