14 <br /> <br /> BE IT FURTHER RESOLVED that actual construction of the subject juvenile <br />detention facility shall be subject to an appropriation by this City Council of any and all local <br />funds that are needed to complete the facility. <br /> <br />ORDINANCE: EXCHANGE OF PROPERTY ON WOODROW STP~ET <br /> <br /> Mr. Gouldman explained that the property exchange will straighten out the property <br />line, as the private property now extends into the street. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the ordinance entitled "AN <br />ORDINANCE TO AUTHORIZE THE CITY AND STADIUM ROAD LIMITED <br />PARTNERSHIP TO EXCHANGE TWO PARCELS LOCATED ON STADIUM ROAD" <br />was offered and carried over to the next meeting for consideration. <br /> <br />ORDINANCE: ZONING AMENDMENTS <br /> <br /> Mr. Satyendra Huja, Director of Community Development, reviewed the zoning <br />amendments propoSed, and said that allowing amusement arcades with special permits under <br />certain conditions is one of the major changes. <br /> <br /> Mr. Toscano asked if the property owner's agent could provide the monitoring of <br />amusement arcades. <br /> <br /> Ms. Richards asked if it would be possible to write an annual review of special permits <br />for amusement arcades into the ordinance. <br /> <br /> Mr. Gouldman said that an annual review is foreign to the concept of rezoning, adding <br />that significant capital inveStment may be made by businesses. <br /> <br /> Ms. Richards asked if it would be possible to have the City monitor conditions on an <br />annual basis. <br /> <br /> Ms. Daugherty said she feels that Ms. Richard's concern is addressed by the special <br />permit, and made a motion to approve the zoning amendments. Mr. Toscano seconded the <br />motion. <br /> <br />Mr. Cox noted that conditions can be added to special permits on a case by case basis. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAiN SECTION <br />29-43 OF CHAPTER 29, AND SECTIONS 34-464, 34-465, 34-671, 34-681, 34-779, <br />34-804, AND 34-857.1 OF CHAPTER 34 OF THE CHARLOTTESX/~LLE CITY CODE, <br />1990, AS AMENDED, RELATING TO VARIOUS ZONING AMENDMENTS" was <br />offered and carried over to the next meeting for consideration. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the following consent agenda <br />items were unanimously approved, with the minutes of April 1 lth amended by Ms. Richards <br />and Ms. Slaughter. <br /> <br />a. Approving minutes of March 26, 31, April 7, 9, 11, 15 <br /> <br />b. APPROPRIATION: $9,500 - Traffic Safety Grant (traffic calming) (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $9,500.00, to be received as a grant from the Virginia Department of Motor Vehicles, <br />is hereby appropriated to expenditure account 11-270-041147 for the purpose of purchasing <br />radar equipment and pay overtime costs to enforce the habitual offender and child safety seat <br />laws. This appropriation is conditioned upon receipt of $9,500.00 from the Department of <br />Motor Vehicles. <br /> <br /> <br />
