21 <br /> <br /> Ms. Judith Mueller, Director of Public Works, said that higher rates could be charged, <br />but low income families in older homes could be affected because of their inability to retrofit <br />their homes with water conserving devices. <br /> <br /> Ms. Slaughter recommended that staff explore the possibility of making water saving <br />devices available at low or no cost. <br /> <br /> Responding to a question from Ms. Richards, Ms: Scott said that the University of <br />Virginia is charged a separate rate and they maintain their own line system. <br /> <br /> Ms. Slaughter asked if a biological study of the impact of the City's sewer lines on the <br />Rivanna River has been conducted. Ms. Mueller said she will look into the matter and <br />provide information to Council. <br /> <br /> It was agreed that the first reading of the utility rate ordinance would be held at the <br />next meeting. <br /> <br />ORDINANCE: TAXICAB ORDINANCE REVISIONS (2nd reading) <br /> <br /> Mr. O'Connell said that two meetings have been held with taxicab drivers, one <br />following the last Council meeting, and as a result of the issues raised, three changes are <br />recommended: omit the requirement to post telephone numbers; provide an appeal to the <br />City Manager or his designee for denied registrations; and change the number of points to 12 <br />which would cause a driver to lose his registration. <br /> <br /> Mr. Clyde Gouldman, City Attorney, suggested that either a telephone number or valid <br />address be required to be posted on the cabs in order to allow someone to seek a cab or make <br />a complaint. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the ordinance was <br />unanimously amended to include Mr. Gouldman's suggestion. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the ordinance was unanimously <br />amended to provide an appeal to the City Manager or his designee. <br /> <br /> Ms. Richards made a motion to limit points to 12 for taxicab driver, and Mr. Toscano <br />seconded the motion. <br /> <br /> Mr. Cox asked how many taxicab drivers would be affected by the 12 point limit, and <br />said that he feels taxicab drivers deserve the Council's trust. <br /> <br />Mr. Gouldman said he did not know how many drivers would be affected by the limit. <br /> <br /> Ms. Richards said she feels Council owes it to the public to make sure taxicab drivers <br />are safe. <br /> <br /> The amendment approving the 12 point limit was approved by the following vote. <br />Ayes: Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. Noes: Mr. Cox. <br /> <br />Mr. Gouldman proposed that the ordinance track state law and delete the word "fixed." <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, Council unanimously amended <br />the ordinance by deleting "fixed." <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND REORDA1NING <br />ARTICLES I AND II OF CHAPTER 32 (VEHICLES FOR HIRE) RELATING TO <br />REGISTRATION, INSPECTION AND FEES FOR VEHICLES FOR HIRE," as amended, <br />which was offered at the April 21st meeting, was approved by the following vote. Ayes: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. Noes: None. <br /> <br /> <br />
